WOLF CREEK GENERATING STATION - NRC SUPPLEMENTAL INSPECTION
REPORT 05000482/2018440 AND FOLLOW-UP ASSESSMENT LETTER
Dear Mr. Heflin:
On September 20, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a
supplemental inspection using Inspection Procedure 95001, Supplemental Inspection
Response to Action Matrix Column 2 Input. The NRC inspector discussed the results of this
inspection with J. McCoy, Site Vice President and other members of your staff.
The NRC performed this supplemental inspection to review your stations actions in response to
a greater than green finding in the Security Cornerstone, finalized in NRC Inspection Report 05000482/2017490. On August 15, 2018, you informed the NRC that your station was ready for
the supplemental inspection (Agencywide Document Access Management System (ADAMS)
Accession No. ML18236A549).
The NRC performed this supplemental inspection to determine if (1) the root and contributing
causes for the significant issues were understood; (2) the extent of condition and extent of
cause for the identified issues were understood; and (3) your completed or planned corrective
actions were sufficient to address and prevent repetition of the root and contributing causes.
The inspection consisted of examination of activities conducted under your license as they
related to safety, compliance with the Commissions rules and regulations, and the conditions of
your operating license.
Based on the results of this inspection, the NRC determined that Wolf Creek Generating Station
performed a comprehensive evaluation of the events that led up to the Greater than Green input
in the Security Cornerstone.

The NRC also determined that completed and planned corrective actions were sufficient to
address the performance issues that led to the Greater than Green input in the Security
Cornerstone. As a result, the NRC concluded the inspection objectives were met and that the
performance issue will not be considered as an Action Matrix input after the end of the third
quarter of 2018.
The NRC inspector did not identify any finding or violation of more than minor significance.
This letter also informs you of the NRCs updated assessment of your facility. Based on the
guidance in Inspection Manual Chapter 0305, Operating Reactor Assessment Program, our
continuous review of plant performance, and the results of this inspection, the NRC updated its
assessment of Wolf Creek Generating Station. The NRCs assessment consisted of a review of
Wolf Creek Generating Stations performance indicators and inspection results. Specifically, the
NRC determined the performance at Wolf Creek Generating Station to be in the Licensee
Response Column of the Reactor Oversight Process Action Matrix as of the date of this letter.
In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390, Public
Inspections, Exemptions, Requests for Withholding 2.390 of the NRCs Agency Rules of
Practice and Procedure, a copy of this letter will be available for public inspection and copying
at http://www.nrc.gov/about-nrc/regulatory/enforcement/enforce-pol.html in accordance with 10
CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
However, the enclosed report and Assessment Letter contains Security-Related Information, so
the enclosures will not be made publically available in accordance with 10 CFR 2.390(d)(1). If
you choose to provide a response that contains Security-Related Information, please mark your
entire response Security-Related-Information-Withhold from public disclosure under 10 CFR
2.390 in accordance with 10 CFR 2.390(d)(1), and follow the instructions for withholding in 10
CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in
accordance with 10 CFR 2.390(b)(1)(ii).
