SUMMARY

OF PUBLIC MEETING REGARDING RISK-INFORMED UPDATES TO SELECTED STANDARD REVIEW PLANS CHAPTER 2 SECTION On October 22, 2018, the staff from the U.S. Nuclear Regulatory Commission (NRC) conducted a Category 3 public meeting at NRC Headquarters, Two White Flint North, Auditorium.

Purpose of the Meeting:

The purpose of this meeting was to discuss proposed changes to Chapter 2 Sections of NUREG-0800 - the Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition (or SRP) - based on lessons-learned from previous review activities. The specific sections were listed in a series of Federal Register notices published on September 28, 2018 (83 FR 49132 and 83 FR 49139). The staff was seeking feedback on Sections 2.4.6, Tsunami Hazard, 2.4.9, Channel Migration or Diversion, 2.5.3, Surface Deformation, and 2.3.3, Onsite Meteorological Monitoring Programs. In addition, the staff intended to describe future changes to the remaining SRPs in Chapter 2.4 consistent with the changes currently proposed to SRP Sections 2.4.6 and 2.4.9. The staff intends to seek comment on the other Chapter 2.4 sections in calendar 2019.

Approximately 20 NRC staff and one member of the public attended the meeting in person. An unknown number of people used the bridgeline and called into the meeting. Five members of the public signed into the webinar. The meeting started at 9:00 a.m. and ended at approximately 10:45 a.m. Two microphones were set up at the meeting for public comments.

No public comments were received at the meeting.

A bridgeline was set up to take public comments, but technical issues with the GoToWebinar webpage precluded any input or comments from members of the public on the bridgeline. An additional bridge line was set up at approximately 10:15 a.m. to get public comments but after repeated requests from the meeting moderator, no public comments were offered.

The NRC had five speakers; Mr. Frederick Brown, Director of the Office of New Reactors (NRO); Andy Campbell, Deputy Division Director for the Division of Licensing, Siting, and Environmental Analysis (DLSE); Michael Lee, Senior Hydrologist; DLSE, Jenise-Marie Thompson, Geotechnical Engineer; DLSE and Michael Mazaika, Physical Scientist, DLSE.

Mr. Brown provided the opening remarks for the meeting. Mr. Campbell discussed the purpose of the meeting, introduced the staff involved in presenting information on the SRP Chapter 2 updates and provided closing remarks.

Summary of Presentations:

The information presented during the meeting focused on the proposed changes to SRP Sections 2.4.6, Tsunami Hazard, 2.4.9, Channel Migration or Diversion, 2.5.3, Surface Deformation, and 2.3.3, Onsite Meteorological Monitoring Programs. The staff identified opportunities for improving the efficiency and effectiveness of the NRCs application review process by (1) revising SRPs to reflect lessons learned from extensive licensing actions and reviews, (2) using risk-informed/performance-based principles, and (3) re-focusing the SRP review criteria. Staff members described how each of these principles were incorporated into the revisions to the subject four SRP sections. Additionally, future plans for updating other SRP sections were discussed as well as how public comments on the subject four SRP sections will be handled.

o The public comment period for the subject four SRP sections is scheduled to close on Monday, October 29, 2018 and final version of the SRP section are expected in CY2019.

o Due to technical difficulties encountered during the public meeting the staff decided to re-open the public comment period. The Federal Register Notice announcing the reopening of the public comment period for SRP sections 2.3.3, 2.4.6, and 2.4.9 can be
