Susquehanna Steam Electric Station License Amendment Request for a Temporary Completion Time Extension to Support Emergency Service Water Piping Replacement Pre-Application Meeting November 5, 2018

Meeting Purpose

  • Describe a future license amendment request
  • Establish a common understanding of the scope of the request
  • Establish a common understanding of the schedule
  • Obtain NRC feedback

Proposed Change

  • Temporary extension to Completion Times in LCOs 3.7.1 and 3.7.2

- Increase from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> and 7 days to 14 days

- Work is projected to take 11 days plus contingency

  • Extension is necessary for the online unit

- Only one subsystem of ESW/RHRSW is required for the outage unit

  • Extension would expire in 2026 for Unit 2 and 2027 for Unit 1

Emergency Service Water System

  • Common for the two units
  • Cools diesel generators, ECCS pumps and room coolers, and other heat exchangers
  • ESW and RHRSW share a common return line to the spray pond via spray arrays or bypass valves

RHR Service Water System

  • 2 divisions per unit shared between units

- (e.g., Unit 1 A RHRSW pump can feed Unit 2 RHR HX)

  • Cools RHR Heat Exchangers
  • ESW and RHRSW share a common return line to the spray pond via spray arrays or bypass valves

Location of Pipe Replacement

  • Initially, will replace Unit 1, Division 1 supply and return line near the Reactor Building Isolation valves
  • May replace Unit 1 Division 2 and both Divisions on Unit 2

Upcoming Refueling Outages

  • Divisional outages at Year Unit 1 Unit 2 Susquehanna 2020 Division 1 2021 Division 1 2022 Division 2
  • Two opportunities for each 2023 Division 2 division 2024 Division 1 2025 Division 1
  • Allows time to interpret results, 2026 Division 2 appropriately plan and 2027 Division 2 schedule subsequent replacements, and account for increased scope

  • Susquehanna intends to replace ESW piping in 2020

- Based on initial replacement and inspection, may make subsequent replacements

  • Requesting an extension to LCOs 3.7.1 and 3.7.2 for the online unit
