Construction on the Building 245 Expansion began in late 2017, with work commencing on the Title 10 of the Code of Federal Regulations Part 36 Irradiator Facility in December 2017, following issuance of Amendment 9 to SNM-362. This call was scheduled in the summer of 2018, with the primary purpose of getting a status on construction of the building and particularly the progress on the irradiator facility. The desire was to have all stakeholders available for input. I began the meeting by discussing the need to coordinate activities for the successful transition of the irradiator to the new building. I stated issues needing to be discussed, including construction readiness, licensing amendments and exemptions, device installation, and security inspections.
Manny Mejias (Radiation Safety Officer) provided a summary of building progress, stating the intention is to install the irradiator in late calendar year 2019, with the commissioning of the facility in the first quarter of 2020. He stated fire protection and security systems will need to be put in place prior to any use of the facility. John Connolly (Program Manager for the project) stated the Building 245 Expansion is planned to be habitable towards the end of next year as well. He stated that construction is on schedule and provided some details regarding the irradiator facility requirements, such as shielding and utilities. The U.S. Department of Commerce National Institute of Standards and Technology (NIST) intends to contract Hopewell Designs, Incorporated to physically move the irradiator from its current location to the new building. This company installed the irradiator in its current location and has the broadest knowledge of this specific device. As a part of the contract, staff will come onsite and provide an evaluation of the best process and path for moving the device, as well as later activation of the device in the new facility.
On the licensing side, there are several issues that will need to be addressed by amendment or multiple amendments. An amendment will need to be submitted addressing the movement of the irradiator from its current location to the new facility. An amendment will need to be submitted addressing the use of the irradiator, to include procedures and any required exemptions that might be necessary. Currently, NIST has authority for several exemptions in the use of the irradiator in its current location that have been in place for 20 years (Agencywide Documents Access and Management System Accession Number ML993350644). Any exemptions required for the new facility will need to be evaluated separately. Procedures will need to be adapted for the new facility and reviewed. A preliminary shielding evaluation has already been performed for the facility. An actual survey will need to be completed to confirm shielding adequacy.
Regarding security, Leo Wardrobe (RGN I) stated an evaluation of security requirements for the facility needs to be done and coordinated to account for pre-installation and post-installation.
The following have been identified for inspection prior to source move:

- 1. Access controls into the vault,
- 2. Monitoring and detection of unauthorized entry into the security zones:
- a. Monitored intrusion detection system.
- b. Detection capabilities for immediate detection of any attempted unauthorized removal of radioactive material from the security zone.
- c. Alternate communication/data transmission systems.
This will likely include not only the immediate vault itself, but detection and alarm systems as they relate to the security force and building access. Region I will evaluate whether to observe the actual movement of the source from its current location to the new facility.
It was agreed to have another group call on February 12, 2019 to further evaluate progress and next steps toward successful move and commissioning of the new irradiator facility.
