SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - EXTENSION OF REACTOR PRESSURE VESSEL SURVEILLANCE REPORT FOR CAPSULE Z (EPID L-2018-LLL-0024)

Dear Ms. Hamilton:

By letter dated September 17, 2018 (Agencywide Documents Access and Management System Accession No. ML18260A025), Duke Energy Progress, LLC, requested to extend the submission deadline of the reactor pressure vessel material surveillance program Capsule Z technical report. The summary technical report is required by Title 10 of the Code of Federal Regulations Part 50, Appendix H, "Reactor Vessel Material Surveillance Program Requirements."

The U.S. Nuclear Regulatory Commission (NRC) staff completed its review of the September 17, 2018, letter and found the proposed extension of the submission deadline acceptable. Details of the NRC staff's review are set forth in the enclosed Safety Evaluation.

Accordingly, the proposed extension of the submission deadline from April 19, 2019, to November 19, 2019, is granted.

1.0 INTRODUCTION

By letter dated September 17, 2018 (Agencywide Documents Access and Management System Accession No. ML18260A025), Duke Energy Progress, LLC (Duke Energy) requested extension of the submission of the summary technical report of the reactor pressure vessel (RPV) surveillance program Capsule Z. The summary technical report is required by Title 10 of the Code of Federal Regulations ( 10 CFR) Part 50, Appendix H, "Reactor Vessel Material Surveillance Program Requirements." Duke Energy withdrew the Shearon Harris Nuclear Power Plant, Unit 1 (HNP) Capsule Z on April 19, 2018. The cited requirement would require submission of the summary technical report by April 19, 2019 (i.e., 1 year after capsule withdrawal). By the September 17, 2018, letter, Duke Energy requested to extend the submission deadline of the summary technical report from April 19, 2019, to November 19, 2019, due to a change in the shipping container combined with unforeseen resource restraints.

2.0 REGULATORY REQUIREMENTS Nuclear power plant licensees are required by 10 CFR Part 50 Appendix H to implement RPV surveillance programs to "monitor changes in the fracture toughness properties of ferritic materials in the reactor vessel beltline region ... which result from exposure of these materials to neutron irradiation and the thermal environment." Paragraph VI.A states that the summary technical report (i.e., surveillance capsule report) must be submitted within 1 year of the date of capsule withdrawal, unless an extension is granted by the Director of the Office of Nuclear Reactor Regulation.

3.0 TECHNICAL EVALUATION

The U.S. Nuclear Regulatory Commission (NRC) staff has verified that the unit's current heatup/cooldown curves (i.e., pressure/temperature limits) have a service period of 36-effective full-power years (EFPYs ). In its September 17, 2018, letter, Duke Energy stated that the HNP reactor vessel has experienced a fluence of approximately 27-EFPYs. Thus, there is sufficient margin to support this proposed extension. Accordingly, the NRC staff determined that the requested extension of the deadline to submit the summary technical report for HNP Capsule Z will not affect the safe operation of HNP.

4.0 CONCLUSION

Based on its review of Duke Energy's September 17, 2018, letter, the NRC staff determined that extending the submission deadline for the summary technical report for HNP Capsule Z from April 19, 2019, to November 19, 2019, is in accordance with 10 CFR Part 50 Appendix H. The requested extension is acceptable and is granted.
