Dear Mr. Comley:

I am responding to your September 6 voicemail, and subsequent September 12, 13, and 14, 2018, emails. Your emails, including attachments, were entered into ADAMS, as shown in the enclosed table. This reply will also be added into ADAMS as a public record.

As we have informed you in previous correspondence and communications, the Federal Emergency Management Agency (FEMA) has jurisdiction of offsite emergency preparedness involving commercial nuclear power plants and is ultimately the authority on the adequacy of offsite emergency preparedness for Seabrook Station. As you have noted and included in your emails, FEMA responded to you in a letter dated August 30, 2018, to address your concerns (ML18256A123 1). The NRC has reviewed this letter and is in agreement with FEMAs response.

If you should have any additional questions regarding offsite emergency preparedness, those should be shared directly with FEMA Region I representatives and the states of Massachusetts and New Hampshire emergency management officials.

Thank you for submitting your issues in writing via electronic mail. As I discussed in an April 12, 2017 letter (ML17104A068), these written communications help us ensure that the public record reflects your issues exactly as you communicate them to us and helps prevent misunderstanding.

Regarding your voicemail, we have carefully reviewed it and determined it raises no new issues within our purview.

Because we have previously addressed these issues, we plan to take no further action regarding the information you provided as referenced in the enclosure to this letter. In the future, if you provide new information regarding Seabrook Station, or other NRC licensee activity, we will review the information and take appropriate action as it pertains to safety and security.
