ACCEPTANCE REVIEW OF SOUTHERN NUCLEAR OPERATING COMPANYS REQUEST FOR LICENSE AMENDMENT (LAR 18-008) FOR THE VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4: PHYSICAL SECURITY PLAN, APPENDIX E ADDITIONS FOR UNIT 3 TRANSITIONAL SECURITY MEASURES AND UNIT 4 PLANT SPCIFIC EMERGENCY PLANNING INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA REVISION (EPID NO. L-2018-LLA-0262)

By letter dated September 28, 2018Property "Letter" (as page type) with input value "ND-18-0060, Request for License Amendment: Physical Security Plan, Appendix E Additions for Unit 3 Transitional Security Measures and Unit 4 Plant-Specific Emergency Planning ITAAC Revision (LAR-18-008)" contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process. (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18271A116, Southern Nuclear Operating Company (SNC) submitted a request for a license amendment to Combined License (COL) Numbers NPF-91 and NPF-92, for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The requested amendment proposes changes to Appendix E of the VEGP Units 3 and 4 Physical Security Plan (COL PSP) to describe the Transitional Security Measures (TSMs) that will be implemented in the event that Unit 3 is ready to load fuel and begin operation with a contiguous Protected Area boundary and vehicle barrier system and a secure boundary is needed between Units 3 and 4.
SNC indicated that a Probable Maximum Precipitation (PMP) Analysis is being completed to confirm that the installation of the transitional barrier does not adversely impact the capability of the runoff routes and drainage systems to handle a PMP event.
Additionally, in accordance with 10 CFR 50.90, SNC requests an amendment to the COL for VEGP Unit 4 (License Number NPF-92). The requested amendment will also revise a plant-specific emergency planning inspections, tests, analyses, and acceptance criteria (ITAAC) in Appendix C of the VEGP Unit 4 COL. The proposed change to the emergency planning ITAAC is necessary to support implementation of the TSMs described in the previous paragraph. The proposed change does not involve changes to the approved emergency plan or the plant-specific Tier 2 Design Control Document.
The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of these requests. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical reviews. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of the 10 CFR, an amendment to the license must fully describe the changes requested, and follow as far as applicable, the form prescribed for original applications. Section 52.79 of the 10 CFR addresses content of technical information required.
This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability, of the proposed amendment and exemption, in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
SNC has requested NRC staff approval of this LAR by May 3, 2019. However, as discussed above SNC has not completed the PMP analysis to support this license amendment request.
The staff intends to complete this action by May 3, 2019, as requested provided SNC completes the PMP analysis in adequate time to allow the staff review of the PMP analysis and make a final safety conclusion before completing this licensing action. The staff will determine the final completion date after SNC informs the staff for completion of the PMP analyses. In addition, the license amendment request makes references to several supporting documents related to the TSMs that were not included in the attachments. The staff will need to review this information during the site audit. The audit plan will outline the required documents. The staff estimates that it may take 310 staff hours to complete this licensing action based on the available information.
It may change depending on the level of review needed for the PMP analysis when the LAR is supplemented.
