OF THE OCTOBER 10, 2018, PUBLIC MEETING WITH NUSCALE POWER, LLC, TO DISCUSS THE EMERGENCY CORE COOLING SYSTEM (ECCS)

PERFORMANCE REQUIREMENTS The U.S. Nuclear Regulatory Commission (NRC) staff issued Request for Additional Information (RAI) 9469, Question 6.03-7 requesting that NuScale update the Tier 1 information to include top-level performance requirements for the emergency core cooling system (ECCS) valves.

Currently, the Tier 1 information on the ECCS valves states that: (1) The ECCS valves change position under design differential pressure, (2) The ECCS safety-related RRVs and RVVs fail to their safety-related position ., and (3) The safety-related valves are functionally designed and qualified to perform their safety-related function .

The NRC staff requested this meeting with NuScale to discuss the following questions:

1. Due to the safety significance of the ECCS valves in the NuScale design, the NRC staff wants to discuss the inclusion of functional and top-level performance requirements for the ECCS valves in Tier 1.
2. In RAI 9469, Question 6, NuScales response only identified a generic water hammer analysis approach documented in Section 3.12.3.4. However, there is no specific analysis provided regarding ECCS actuator line and trip reset valves water hammer effects evaluation, which is what the staff needs. What is the status and the path forward?
3. In RAI 9469 Question 2, NuScales response is related to the RAI 9536 resolution and the inadvertent actuation block (IAB) valve single failure determination. After these two issues are resolved, RAI 9469 will need to be updated to support the conclusion that ECCS design can provide needed cooling during Non-loss-of-coolant accident events.

NuScale agreed to inform the staff via an email if it can supplement its response to RAI 9469, Question 7 with respect to the staffs Question 1 above. Also, NuScale agreed to supplement its response to RAI 9469, Question 2, however, NuScale stated that it would supplement its response after RAI 9536 and the IAB single failure issues have been resolved.
