SUBJECT:

SUMMARY

OF SEPTEMBER 11, 2018, CATEGORY 1 PUBLIC MEETING WITH THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND X-ENERGY LLC, TO DISCUSS XE-100 DESIGN On September 11, 2018, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from X-Energy, LLC, (X-Energy) at the NRC offices. The purpose of this meeting was for X-Energy personnel to provide information regarding the XE-100 high-temperature gas-cooled reactor (HTGR) design.

Harlon Bowers, President, X-Energy, opened the discussion with an overview of the X-Energy, LLC, company profile, mission, strategy and organizational structure. Dr. Martin van Staden, X-Energy Vice President for Reactor Development, then provided an overview of the XE-100 design. Dr. van Staden covered topics such as the XE-100 pebble fuel with TRISO particles, the XE-100 reactor four-module plant layout, the system engineering process, the reactor integrated design process, the radionuclide source term calculation path, the roadmap for developing analysis tools including verification and validation, and graphite modeling and irradiation. Mr. Clint Medlock, a Southern Nuclear consultant to X-Energy, provided the status of the XE-100 development program. He described the status of X-Energys activities under a

$53M cooperative agreement with the Department of Energy. Mr. Medlock also discussed X-Energys plans for upcoming preapplication interactions with the NRC on topics including neutronics, reactor structural graphite characterization, modeling and analysis methodology, fuel qualification, quality assurance program description, mechanistic source term, and risk-informed performance-based licensing approach.

The meeting agenda and meeting attendees are included in enclosures 1 and 2. X-Energys slide presentation is available through the Agencywide Documents Access and Management System (ADAMS) at ML18253A109. ADAMS is the database that provides text and image files of NRCs public documents.
