Rich, The Dominion IST staff agrees with NRCs observation that MPS2 valves 2-CS-050 and 2-CS-051 should be reclassified as Category B valves. Therefore, Dominion will update the MPS2 IST plan accordingly to reflect this change.

Mike, As discussed, for the subject relief request, ASME OM Code ISTC-3630(a) requires leakage testing of Category A valves, other than containment isolation valves, on a 2-year frequency.

DENC is proposing 8 valves whose closing function prevents back-leakage to the RWST during the recirc phase of a LOCA to have extended testing frequencies. V-01 states that:

2-CS-050 and 2-CS-051 are two parallel valves in series with 2-SI-459. 2-SI-459 would be the valve in the path normally tested every 60 months, with the ability to test 2-CS-050 and 2-CS-051 maintained as an alternative.

The staff notes that this aspect of the alternative is new compared to the previous alternatives for prior intervals as both valves were historically tested in lieu of testing 2-SI-459. The staff has the understanding that 2-CS-050 and 2-CS-051 should therefore be downgraded to Category B (in lieu of Category A) valves, and the Program Plan should be updated accordingly. Please confirm with your team to see if this checks with them, and if these valves will be made Cat B. We can have a call next week w/the NRR technical staff (Michael Farnan and Aaron Mink), if needed to discuss further.
