SEP 2 0 t018 Catherine Haney, Regional Administrator - RII State and Local Government Affairs US Nuclear Regulatory Commission 245 Peachtree Center Avenue, Suite 1200 Atlanta, Georgia 30303

Dear Ms. Haney:

Department of Homeland Security Region IV 3003 Chamblee-Tucker Road Atlanta, Georgia 30341 FEMA Enclosed is a copy of the final exercise report for the June 5, 2018, plume phase exercise of the offsite radiological emergency response plans site-specific to the Catawba Nuclear Station. This report; prepared by our Radiological Emergency Preparedness (REP) staff, addresses the evaluation of the plans and preparedness for the States of South Carolina and North Carolina, as well as affected local governments. Copies of this report will be forwarded to the States of South Carolina and North Carolina.

Based on the results of this exercise and our review of radiological emergency planning, training, and equipment provided in the Annual Letters of Certification for 2017, the off site radiological emergency response preparedness for the States of South Carolina and North Carolina, and the affected local jurisdictions site-specific to the Catawba Nuclear Station can be implemented. They are adequate to provide reasonable assurance that appropriate measures can be taken off site to protect the health and safety of the public in the event of a radiological emergency at the site. During the exercise federal evaluators identified one level 2 finding in South Carolina. This finding was identified at a reception center and revealed the need for plan changes and additional training. FEMA personnel will monitor and assist in the resolution of this finding.

Title 44 Code of Federal Regulations, Part 350, approval of the offsite radiological emergency response plans and preparedness for the states of South Carolina and North Carolina will remain in effect.

Should you have any questions, please contact Randall L. Hecht at 770/220-3147.

Enclosure Sincerely,

/it Gracia B. Szczech Regional Administrator cc:
