PART I.B -- INFORMATION NOT LOCATED OR WITHHELD FROM DISCLOSURE We did not locate any agency records responsive to your request. Note: Agencies may treat three discrete categories of law enforcement and national security records as not subject to the FOIA ("exclusions"). See 5 U.S.C. 552(c). This is a standard notification given to all requesters; it should not be taken to mean that any excluded records do, or do not, exist.

RESPONSE TO FREEDOM OF 2017-000696 3 INFORMATION ACT (FOIA) REQUEST RESPONSE TYPE INTERIM FINAL PART I.D -- COMMENTS Subsequent to our receipt of your request, you narrowed the scope of responsive records to Region III (RIII) records only, and excluding any licensee records, photos and videos, and duplicates.

On December 22, 2017, we issued interim response #1 to you. That response package is publicly available as ML#18248A018. On January 29, 2018, we issued interim response #2 to you. That response package is publicly available as ML#18031A848. These two interim responses addressed the documents (including email attachments) identified by RIII as responsive to your modified request. This final response addresses the emails identified by RIII as responsive to your modified request. With one exception noted herein, we did not re-address any of the documents that were attached to the emails. Starting on page 177 of the released set of records, there is an email with the subject, "Inoperability position paper,"

with an attached document entitled "LaSalle SIT Anchor Darling Double Disc Gate Valve Part 2 Position Paper." We have included in this final response this email and attachment, with the attachment now in color, and redacted in the same manner as it was provided in interim response #1 (see pp113-123), to show more clearly its content.

Please also note that, although your request excluded photos from the scope of responsive records, to the extent such photos are embedded within the otherwise responsive records to your request, we have claimed exemption 4 to protect the licensee's proprietary interests, if any.
