SUMMARY
OF SEPTEMBER 14, 2018, PUBLIC MEETING REGARDING THE OFFICE OF NUCLEAR REACTOR REGULATION RISK-INFORMED DECISION-MAKING ACTION PLAN On September 14, 2018, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the nuclear industry at NRC Headquarters, Three White Flint North, 11601 Landsdown St, Rockville, Maryland. No regulatory decisions were made during this meeting.
The purpose of the meeting was to discuss the Office of Nuclear Reactor Regulation (NRR)
Risk-Informed Decision-Making (RIDM) Action Plan (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18211A439). The meeting notice and agenda, dated August 31, 2018, are available in ADAMS at Accession No. ML18243A286. A list of attendees is provided as Enclosure 1.
The NRC staff presented information on the background of the RIDM Action Plan, the accomplishments of Phase 1 of the project, and the plan for Phase 2 of the project. The NRC slides are available at ADAMS Accession No. ML18275A164. In summary, the slides cover the following RIDM Action Plan topics:
Background and Commission direction Mission and purpose Framework Overview of Phase 1 tasks Phase 1 Findings and Recommendations Report Phase 2 objectives and schedule Team assignments for Phase 2 Integrated Review Team trial for licensing actions Training for NRR staff Proposed revisions to risk-related guidance Metrics Throughout the NRC presentation, industry representatives contributed questions and comments. Much of the discussion focused on the proposed Integrated Review Team process,
K. Brock in which risk analysts, technical reviewers, and project managers develop licensing safety evaluations as a team.
Following the NRC staff presentation, a representative from the Nuclear Energy Institute (NEI) provided remarks. In his remarks, the NEI representative expressed support for incorporating risk-informed decision-making in licensing decisions. Additionally, NEI expressed appreciation for the transparency demonstrated by the NRC staff throughout the project, and encouraged additional interaction between the NRC staff and industry in the future.
Members of the public were in attendance. Public Meeting Feedback forms were not received.
