Dear Mr. Turberville,
The NRC is finalizing license amendments for Browns Ferry Nuclear Plant, Units 1, 2, and 3. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments. The amendments are in response to Tennessee Valley Authoritys license amendment request dated August 15, 2017 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML17228A490), as supplemented by letters dated February 5, 2018 (ADAMS Accession No. ML18036A901); March 27, 2018 (ADAMS Accession No. ML18087A426); and July 27, 2018 (ADAMS Accession No. ML18208A587). The amendments revise Technical Specification 5.5.12, Primary Containment Leakage Rate Testing Program, at Browns Ferry Nuclear Plant, Units 1, 2, and 3, by adopting Nuclear Energy Institute (NEI) 94-01, Revision 3 A, Industry Guideline for Implementing Performance Based Option of 10 CFR
[Title 10 of the Code of Federal Regulations] Part 50, Appendix J, as the implementation document for the performance based Option B of 10 CFR Part 50, Appendix J. The proposed changes allow the licensee to extend the Type A containment integrated leak rate testing interval from 10 years to 15 years, and the Type C local leakage rate testing intervals from 60 months to 75 months.
The license amendment request was published in Federal Register on November 21, 2017 (82 FR 55415).
Please see the attached document. No public comments were received.
Please let us know, if you have any comments on behalf of the State of Alabama for the above amendment.
