NUCLEAR REGULATORY COMMISSION STAFFS REVIEW OF NUSCALES DESIGN CERTIFICATION APPLICATION, TIER 2, CHAPTER 14.2, INITIAL TEST PROGRAM On September 18, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale) held a public teleconference meeting to discuss the NRC staffs questions related to NuScale Design Certification Application, Tier 2, Chapter 14.2, "Initial Test Program." captures the summary of the topics discussed during the teleconference. The agenda and list of meetings attendees are included in Enclosures 2 and 3, respectively. OF THE SEPTEMBER 18, 2018, PUBLIC MEETING WITH NUSCALE POWER, LLC, TO DISCUSS THE NRC STAFFS REVIEW OF NUSCALES DESIGN CERTIFICATION APPLICATION, TIER 2, CHAPTER 14.2, INITIAL TEST PROGRAM On September 18, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC, (NuScale) met to discuss the scope of the NRC staffs review of NuScale Initial Test Program, as described in NuScales Design Certification Application (DCA),

Tier 2, Chapter 14.2, Initial Test Program.

On September 14, 2018, NuScale submitted a document to the NRC entitled, NuScale Final Safety Analysis Report, Tier 2, Section 14.2, Initial Plant Test Program Scope Outline, to discuss during the meeting. This document is available publicly in the NRCs Agency Document Access and Management System (ADAMS) under Accession No. ML18257A310. In this document, NuScale proposed test abstracts for the NRC staffs review and stated that they are open to changes in the proposal. More specifically, NuScale stated that the NRC staff are responsible for identifying the scope of the ITP review. The NRC staff agreed to identify the scope of the ITP review such that NuScale can receive finality, after consulting with the Office of General Counsel, on a number of test abstract.

The NRC staff continued the meeting by asking several clarifying questions related to document and the methodology used by NuScale to construct Table 1-1, NRC Risk-Significant Review of NuScale Preoperational Tests and Startup Tests. The NRC staff also questioned the consistency of information between Tables 1-1 and A-1, NuScale Initial Test Program Tests.

NuScale agreed that the Table 1-1 and Table A-1 could be improved to enable the NRC staff to review the information in the document more efficiently.

The NRC staff and NuScale also continued their discussions regarding the scope of the staffs review of NuScale ITP during design certification review versus combined license application review. Specifically, the discussions focus on the ITP for systems that NuScale has categorized as B.2, i.e., non-safety related and non risk-significant. The NRC staff agreed to discuss the information provided by NuScale on September 14, 2018, and schedule a follow-up meeting with NuScale.
