framatome September 6, 2018 T JT:18:031 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Director, Division of Spent Fuel Management Office of Nuclear Material Safety and Safeguards 11555 Rockville Pike One White Flint North Rockville MD 20852
Subject:
Docket No. 71-9372, Framatome TN-81 Shipping Container, Application For Approval Forlncorporation of ATRIUM 11 Fuel Assemblies.
References:
(1) US NRC Letter dated 21 June 2018 "CERTIFICATE OF COMPLIANCE NO.
9372, REVISION NO. 1, FOR THE MODEL NO. TN-81 PACKAGE" During our review of the Certificate of Compliance (CoC), which was attached to reference (1) we noted a significant difference between the issued CoC and the draft CoC that we had reviewed. In particular an additional restriction was placed on the shipments of ATRIUM 11 that only commercial grade uranium could be shipped, not down-blended low enrichment or reprocessed uranium. In our subsequent discussions with the NRC PM, Mr. Pierre Saverot, he indicated that if we sent in some additional information regarding the defined content of the TN-81 and its impact on the Thermal, Containment, Criticality and Shielding chapters it may be possible to have this restriction removed.
Please see the attached documents which provide the information requested. In particular I would like to bring your attention to the following:
Attachment B "Reprocessed Uranium". This attachment is applicable to all of the other attachments to this letter.
Attachment F FS1-0039661 "TN-81 Shielding Evaluation". This is an analysis which has not been previously submitted.
Attachments H and I, which are proprietary and non-proprietary versions of FS1-0025122 "AREVA TN-81 ATRIUM-11 Fuel Assembly Shipping Container Drop Analyses. FS1-0025122 is a reference used in the new analysis shown in FS1-0039661 "TN-81 Shielding. These documents were previously submitted but are provided again as a convenience to the reviewers.
