Title:
NuScale Standard Design Certification 048 Operating Company: NuScale Power, LLC Docket No.52-048 Review Section: 03.05.01.03 - Turbine Missiles Application Section: 3.5.1.3 QUESTIONS 03.05.01.03-1 Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Appendix A, General Design Criterion (GDC) 4, "Environmental and Dynamic Effects Design Bases," states in part that structures, systems, and components (SCCs) important to safety shall be appropriately protected against environmental and dynamic effects, including the effects of missiles, that may result from equipment failure. In order for the staff to determine whether the NuScale design meets these criteria with regard to effects of turbine missiles on components important to safety, the staff is requesting the following information.
The applicant in its letter dated June 25, 2018, proposed to revise the NuScale FSAR to use barriers in lieu of turbine rotor integrity and turbine probability as the basis for justifying adequate protection from turbine missiles. Part of the FSAR revision deleted COL Item 3.5-2 which stated that a COL applicant that references the NuScale design will address the effects of turbine missiles from nearby or co-located facilities. However, per Section C of RG 1.115, "Protection Against Turbine Missiles," Revision 2, states that plants can protect essential SSCs against turbine missiles by using barriers or turbine missile probability taking into account all present and future nuclear and nonnuclear units at the site. Therefore, the use of barriers does not preclude evaluation of turbine missiles from nearby facilities, and whether they are bounded by the analysis performed for the barriers. The staff found the inclusion of the original COL Item 3.5-2 necessary to support its review of the NuScale design certification. Provide a justification for the deletion of COL Item 3.5-2 explaining why a COL applicant would not need to demonstrate protection from the effects of missiles from a co-located facility or add COL Item 3.5-2 back into the NuScale design certification.
