Enclosed is an application (XMAT447), dated September 11, 2018, and received by the U.S.

Nuclear Regulatory Commission (NRC), from Halliburton Energy Services, Inc. for the export of 150 kilograms of deuterium, for coring services to Basra Oil Company and Rumaila Technical Services, located in Basra Iraq.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
