LIGHT COMPANY REGARDING A PLANNED LICENSE AMENDMENT REQUEST FOR TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2018-LRM-0052)
On September 5, 2018, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee) via teleconference. The purpose of the meeting was to discuss a planned license amendment request for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point 3 and 4), which would remove the Transition License Condition pertaining to the Flowserve Reactor Coolant Pump (RCP) Seal Topical Report and make the associated probabilistic risk assessment change. The meeting notice and agenda, dated August 17, 2018, are available at Agencywide Documents Access and Management System (ADAMS} Accession No. ML18229A004. A list of attendees is provided as an enclosure to this summary. No regulatory decisions were made at this meeting.
The proposed change would revise Transition License Condition 3 in the Turkey Point 3 and 4 licenses to remove the requirement associated with the completion of Implementation Item 22.
As discussed in the NRC staff's May 28, 2015, safety evaluation enclosed with the Turkey Point 3 and 4 License Amendment Nos. 262 and 257, approving the transition to a risk-informed, performance-based fire protection program (ADAMS Accession No. ML15061A237), Implementation Item 22 states that the licensee will evaluate the change in risk associated with replacing the current Flowserve reactor RCP seal model with an acceptable model when one becomes available, and will take action to reduce risk results if any risk increase from this replacement exceeds the self-approval risk guidelines. Additionally, the planned license amendment request would seek to replace the current Flowserve RCP seal model in the probabilistic risk assessment associated with the Turkey Point 3 and 4 fire protection program with the model described in Westinghouse Topical Report, WCAP-16175, "Model for Failure of RCP Seals Given Loss of Seal Cooling in CE NSSS [Nuclear Steam Supply System] Plants" (ADAMS Accession No. ML071130383). The licensee stated that model change was necessary to accommodate a planned modification of the Unit 4 RCP seals during the spring 2019 refueling outage and that NRC approval to use WCAP-16175 was necessary because there was more than a minimal increase in risk associated with the model change.
The licensee stated that it would be requesting the NRC staff to complete its review prior to Unit 4 startup from the spring 2019 refueling outage. Finally, the licensee stated that the planned amendments request were being developed consistent with Option A of the NRC staff's March 2, 2016, letter to industry providing guidance on recommended content for license amendment requests for changes to license conditions associated with the adoption of National Fire Protection Association Standard 805 (ADAMS Accession No. ML16015A416).
The NRC staff stated that, in order to resolve any potential ambiguity over whether Option A or Option B from the staff's March 2, 2016, letter, was more appropriate, the licensee should consider the difference between the two options and fully discuss in its application why it considers the chosen option appropriate. Further, the NRC staff noted that there are various limitations and conditions identified in the staff's safety evaluation approving WCAP-16175 that the licensee would need to address as part of its request. The NRC staff asked the licensee how it intended to handle implementation between Units 3 and 4, to which the licensee stated that they believe that the WCAP-16175 model addresses both the current and modified RCP seals. The NRC staff closed the meeting by stating the importance of a fully supported application, given the expedited timeline that the licensee will be requesting.
