RESULTS OF PERIODIC REVIEW OF REGULATORY GUIDE (RG) 5.20 This memorandum documents the US Nuclear Regulatory Commission (NRC) periodic review of regulatory guide (RG) 5.20, Training, Equipping, and Qualifying of Guards and Watchmen, published in January, 1974. The RG describes guidance on meeting the requirements described in 10 CFR 73.50, Requirements for Physical Protection of Licensed Activities, that the staff of the NRC considers acceptable for applicants or licensees to provide trained and equipped guardsman and watchmen to physically protect facilities and Special Nuclear Material in their possession. As discussed in Management Directive 6.6, Regulatory Guides, the NRC staff reviews RGs approximately every 10 years to ensure that the RGs continue to provide useful guidance. Documentation of the NRC staffs review is enclosed.

The previous periodic review (October 2016) recommended withdrawal of the RG based on a review focused on operating reactors. After a review by a technical expert for fuel cycle facilities, it was determined RG 5.20 provides the only guidance on how to address the requirements of 10 CFR 73.50 for these facilities. There is currently a Rulemaking for Enhanced Security of Special Nuclear Material (RIN: 3150-AJ41) with the Commission for voting. Until the Commission approves this rulemaking, staff decided not to withdraw this RG.

Based on the results of the periodic review in September 2018, the staff concludes that no changes to RG 5.20 Revision 0 are warranted at this time. However, the staff identified some technical or regulatory issues in the review that could warrant addressing in a future revision.
