Dear Ms. Haney:
Department of Homeland Security Region IV 3003 Chamblee-Tucker Road Atlanta, Georgia 30341 FEMA Enclosed is a copy of the final report for the December 13, 2017, Watts Bar Nuclear Plant plume phase exercise. This report addresses the evaluation of the plans and preparedness for the State of Tennessee, and Rhea, Meigs, McMinn and Roane counties.
The six selective core capabilities were successfully demonstrated, and no Level 1 or Level 2 Findings were identified. The coordination between the onsite and offsite response organizations were timely and efficient.
All the organizations demonstrated knowledge of their emergency response plans and procedures and successfully implemented them. The State of Tennessee, along with Rhea, Meigs, McMinn and Roane counties' emergency responders successfully demonstrated the assigned exercise objectives and corresponding core capabilities as outlined in this report. The continued dedication and commitment of all emergency response organizations were clearly demonstrated.
Based on the results of this exercise and FEMA' s review of the 2016 Annual Letter of Certification submitted by Tennessee, the offsite radiological emergency response plans and preparedness of the State of Tennessee and the affected local jurisdictions site-specific to the Watts Bar Nuclear Plant can be implemented. They are adequate to provide reasonable assurance that appropriate measures can be taken off-site to protect the health and safety of the public in the event of an emergency at the site. The Title 44 CFR, Part 3 5 0 approval of the offsite radiological emergency response plans and preparedness site-specific to the Watts Bar Nuclear Plant granted on July 8, 1985, will remain in effect.
