VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS (LAR 18-009) RE: TECHNICAL SPECIFICATION CHANGES TO SUPPORT OPERABILITY DURING MODE 5 OPERATIONS (EPID NO.
Dear Mr. Whitley:
In response to your application dated April 13, 2018, as supplemented by the letter dated August 10, 2018, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 146 and 145 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of departures from the COL Appendix A, Technical Specifications (TS).
The amendment changes TS Limiting Condition for Operation 3.5.5 to allow the Passive Residual Heat Exchanger to be inoperable in Mode 5 during vacuum fill operations. In addition, the amendment changes the Surveillance Requirement (SR) 3.5.7.1 regarding operability requirements for the In-containment Refueling Water Storage Tank and associated flow paths and proposes to add an additional SR 3.5.72 to address operability requirements that are not required during vacuum refill operations. Finally, the amendment provides conforming changes to the Updated Final Safety Analysis Report, Appendix 19E, Subsection 2.3.2.4.
A copy of the related Safety Evaluation, which includes the evaluation of the amendment, is also enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
