RECOMMENDATIONS FOR ENHANCING THE NUCLEAR REGULATORY COMMISSION COLD OPERATOR LICENSING PROCESS, PART B The purpose of this memorandum is to provide the staffs recommendations for Part B of the Cold Licensing Process Charter regarding long-term, generic changes to improve the cold licensing process.
The Cold Licensing Charter (ADAMS Accession No. ML17010A081) was initiated following lessons learned from the AP1000 operator licensing efforts. Enclosure 1 includes recommendations consistent with the directions provided in Part B of this charter, and represents a combined effort by the Office of Nuclear Reactor Regulation program office, the Office of New Reactors program office, and the Region II operations branch.
