SUMMARY

OF A PUBLIC PRE-SUBMITTAL MEETING WITH NUCLEAR DEVELOPMENT, LLC, ON AUGUST 14, 2018 On August 14, 2018, a Category 1 meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Nuclear Development, LLC (ND, LLC). The purpose of the meeting was to introduce the members of ND, LLC and to discuss issues associated with the submittal of a request to transfer the deferred construction permit for Bellefonte Nuclear Generating Station (BLN), Units 1 and 2. The meeting started at 10:01 a.m.and ended at 10:38 a.m.

J. Dixon-Herrity Summary of Meeting On August 14, 2018, the NRC staff conducted a Category 1 public meeting at the request of Nuclear Development, LLC, (ND) to introduce plans associated with BLN, Units 1 and 2, located in Hollywood, AL. After the initial introductory comments by NRC staff, ND staff addressed the following general plans for the Bellefonte Nuclear Generating Station, Units 1 and 2 (BLN):

- The transfer from Tennessee Valley Authority to ND of the currently deferred construction permit (CP). More details on the construction and licensing schedules will be released prior to the operating license application. The ND staff suggested that in the near-term, resources for the review of the CP transfer would be necessary. The ND staff also stated that they understand our licensing and inspection planning needs.

- The initiation of the licensing process is tied to commercial financing.

- ND is in the process of standing up a licensing lead organization.

- ND staff discussed its intention to use the 10 CFR Part 50 licensing process.

- ND staff discussed the work needing to be done prior to initiating construction, such as, the engineering baseline plant walkdowns, completion of engineering review, and the issuance of engineering packages. Their plan is to ensure that engineering is complete early in the process so that construction can go smoothly.

- ND staff stated their plan to put in place a quality assurance program for the site once the CPs are transferred.

- ND plans to close on the BLN purchase in November 2018.

- ND plans to complete detailed schedules in December 2018.

- ND estimated that licensing activities will start in 2019.

No specific future date for a meeting was discussed or requested.

There was an opportunity for the public to provide comments and ask questions. All comments and questions from members of the public were addressed before ending the meeting.
