Amendment to Section 401 Certification Carolina Power 8 Light Compa'ny Shearon Harris Nuclear Power Plant Make County Attached is an amended application filed with the Division of Environmental Nanagement by Carolina Power 8 Light Company requesting certification that an increased cooling tower blowdown discharge from the proposed power plant will not.-violate applicable water quality standhrds.
This request is in accordance with Section 401 of the Federal Water Pollution Control Act Amendments of 1972 which require any,,applicant for a Federal license or permit to conduct any activity which may result in a discharge into navigable waters,'o obtain certification from the State that the discharge will not violate water quality standards.
Certification is'required before the Federal license or permit may be issued.
In this case, the applicant has applied for permits from the U.S.
A'rmy Corps of Engineers and the Huclear Regulatory Commission.
The attached application is being circulated to the State and Federal agencies having jurisdiction over the subject matter which might be affected by the project.
If, upon reviewing the attached material, your office wishes to submit comments, please do so in writing no,later than September 6,

PUBLIC NOTICE OF PROPOSED AMENDMENT TO CERTIFICATION NORTH CAROLINA WAKE COUNTY IN RE APPLICATION OF CAROLINA POWER 8 LIGHT COMPANY APPLICATION FOR AMENDMENT OF CERTIFICATION TAKE NOTICE that Carolina Power 8 Light Company, Post Office Box 1551; Raleigh, North Carolina has made application to the North Carolina Division of Environmental Management requesting amendment to Certification No. 214, issued the 20th day of December, 1973 for the proposed discharge of cooling water from the Shearon Harris Nuclear Power Plant into the waters of the planned Buckhorn Creek impoundment.
In issuing a certification pursuant to the amended application, the State would be certifying that the discharges resulting from the construction and operation of the nuclear power plant will not violate applicable water quality standards.
The Shearon Harris Nuclear Power Plant site is located adjacent to Buckhorn Creek near the community of New Hill in southwestern Wake County.
The project includes the nuclear-powered, steam-operated power plant, a plant auxiliary
- pond, a cooling tower make-up pond which will provide storage for make-up water for the operation of the plant cooling towers.and a pumping station on the Cape Fear River.
The principal change identified in the amended application relates to the cooling tower blowdown discharge.
The original application referenced a 10.1 MGD blowdown rate'.
Carolina Power and Light Company now proposes to operate the cooling tower system serving the Shearon Harris Plant with a coldside blowdown of 60 MGD.. The increased blowdown rate would help control dissolved solids build-up in the recirculating water system.
Additional information concerning the project may be reviewed at the Offices of the Water guality Section, Division of Environmental Management, Archdale Building, Raleigh, North Carolina.
Copies of such materials will be furnished to any person requesting copies upon payment of the costs of reproduction.

Dear Mr. Knight:
This is in reference to the water quality certificate issued pursuant to Section 401 of PL92-500 for Carolina Power
& Light Company's Harris Nuclear Power Plant.
Since receiving that certification in December,
- 1973, we have modified certain wastewater treatment systems and discharges that are consistent with regulations promulgated by both EPA and the Division of Environmental Management affecting the steam electric industry.
As you are aware, those regulations were developed and promulgated well after the original "401" certification was issued for this facility.
We now respectfully request that Certification No. WJC-214 be amended to reflect the information provided in the enclosed application and other relevant information noted herein.
The principal change identified in our amended application relates to the cooling tower blowdown discharge.
The original application referenced a
10.1 MGD blowdown rate.
We now propose to operate the cooling tower system serving the Harris Plant with a coldside blowdown of 60 MGD.
The increased blowdown rate will help to control dissolved solids build-up (and its components) in the recirculating water system and will be consistent with good engineering practice as referenced in the effluent limitation guidelines for the steam electric industry.
In addition to the cooling tower blowdown revision, we have identified another area that had been subject to clarification and concurrence by the Division of Environmental Management as being within the intent of the original certification.
By letter of April 8, 1974, (copy enclosed),
we related to your office the Nuclear Regulatory Commission's interest in the availability of the auxiliary reservoir for cooldown and shutdown of the plant under emergency conditions.
More specifically, their concern related to ice formation in the auxiliary reservoir preventing its use in a cooldown and shutdown situation.

Dear Mr. Hubbard:
The Atomic Energy Commission (AEC) has requested that Carolina Power
& Light Company provide them an assurance from the appropriate State agency that the Auxiliary Reservoir could be used for thermal discharge in the event of an emergency shutdown incident at the Harris facility. Additionally, the AEC has requested that provision be made to ensure the availability of the Auxiliary Reservoir during periods when the Reservoir could be subject to ice formation.
In a meeting with Messrs.
D. F.
Coburn and L. P. Benton, held in Mr. Coburn's office on March 27, 1974, the above items were discussed.
It was concluded that the Company would submit, in writing, to the Office of Water and Air Resources for their consideration, statements describing the intended use of the Auxiliary Reservoir and a method of operation to ensure the availability of the Reservoir for such usage.
The statements are as follows:
1.
The Shearon Harris Auxiliary Reservoir will be utilized as an emergency heat sink for cooldown and shutdown of the plant under emergency conditions as described in the Preliminary Safety Analysis Report (PSAR), Section 9.8 dealing with Service Water System.
2.
To assure the availability of the Auxiliary Reservoir for emergency conditions, heated water may be circulated through the Reservoir to prevent ice formation when surface temperatures are below 35'F.
If the statements are acceptable to the Office of Water and Air Resources, we would like to convey them to the AEC with official acknowledge-ment of OWAR approval.
Your assistance in pursuing this matter is most appreciated.

Dear kfr. Jones:
This is in response to your letter of April 8, 1974, requesting a
clarification in proposed operation procedures for the Auxiliary Reservoir at the Shearon Harris Nuclear Power Plant.
The Certification issued to Carolina Power
& Light Company on December 20, 1973, certified that the operation at Shearon Harris would be conducted in such manner as to comply with conditions of Section
- 301, PL 92-500, and that on that date no limitations or standards had been established pursuant to Section
- 302, 306 or 307 of the Act. The Certification further incorporates the application and supporting documents as part of the Certification.
Tn reviewing the application and supporting documents, it is apparent that the Auxiliary Reservoir is constructed for the express purpose and will be utilized as an emergency heat sink for cooldown and shutdown of the plant under emergency conditions.
Since this, purpose is expressly noted in the application for Certification, 'it is my interpretation that "the Sharon Harris Auxiliary Reservoir will be utilized as an emergency heat sink for cooldown and shutdown of the plant under emergency conditions as described in the Preliminary Safety Analysis Report, Section 9.8 dealing with the Service Water System".
With respect to other discharges to the Auxiliary Reservoir, it is apparent that discharges to this Reservoir may be made to insure the availability of the Reservoir for its design purposes, at all times.
These discharges
- must, however, be made in such a manner as to prevent violation of North Carolina Water Quality Standards (i.e. standard increase in tem-perature of background of 5oF). Therefore, it 'is determined that "to insure the availability of the Auxiliary Reservoir for emergency conditions, heated water may be circulated through the Reservoir to prevent ice formation when surface temperatures are below 35"F". Under no circumstances shall such discharge result in an increase of temperature of more than 5 F or a
'0 maximum temperature in the Auxiliary Reservoir of more than 40 F.

This language is not in conflict with the Certification which was prepared for the project, and in no way modifies or amends said Certification.
The Company should, in applying for a discharge permit for the entire
- project, address the two points which have been discussed herein.
