50 402 j 50 403 CONSTRUCTION PERMIT CONDITION CLARIFICATIONS
Dear Mr. Case:
We have received the Construction Permits for the Shearon Harris Nuclear Power Plant (SHNPP) Unit Nos. 1, 2, 3, and 4 which were issued by your staff on January 27, 1978.
Carolina Power and Light Company (CP&L) will com-ply with all the conditions contained in these Construction Permits.
- However,
'clarification is required of Section 3.F.(9) in each Construction Permit, which deals with the construction of an off-site transmission line between the SHNPP site and the Erwin substation.
During public hearings held in September and October 1977, Dr. F.
S. Echols of your staff testified that the only transmission line which needed additional NRC evaluation was the proposed 500KV line between SHNPP and the Erwin substation.
All other proposed lines including two 230KV lines be-tween SHNPP and the Erwin substation had been evaluated and approved by your staff.
CP&L therefore interprets the condition contained in Section 3.F.(9) of the SHNPP Construction Permits to be applicable only to the 500KV line between SHNPP and the Erwin substation.
Accordingly, CP&L will submit descrip-t:ions of the route and immediate environs to the staff and obtain staff approval on the proposed route of the 500KV line between SHNPP and the Erwin substation prior to construction of that line..
We are presently constructing a 230KV transmission line between the coal fired Cape Fear Steam Electric Plant and the Erwin substation.'his 230KV line is independent of SHNPP and is required to be in service in 1978 to ensure necessary transmission of the Cape Fear Plant's generation to required areas within CP&L's system.
This line willbe split and routed into the SHNPP site in 1981 to provide power for preoperational testing of SHNPP Unit No. 1.
At that time, the Cape Fear Erwin 230KV transmission line will be redesignated the Cape Fear Harris and the Harris Erwin 230KV transmission lines.
These transmission lines are fully decribed in SHNPP's Environmental Report Sections 3.11 and 8.7.
