Dear Mr. Padgett:

By letter (LES-18-067-NRC) dated May 29, 2018, (Agencywide Documents Access and Management System [ADAMS] Accession Number ML18155A345), Louisiana Energy Services, LLC, dba URENCO USA (UUSA), submitted to the U.S. Nuclear Regulatory Commission (NRC) non-substantive changes to the UUSA Standard Practice Procedures Plan (SPPP) within 30 days of implementation of such changes.

The NRC staff has reviewed your submittal and determined that the changes to the UUSA SPPP are substantive and should have been submitted for review and approval for the following reasons: The proposed changes to section 18.1.12 ,Use of Wireless Transmitting Device in Classified Area are considered security procedures and controls under 10 CFR 95.19(a). In addition, the introduction of any kind of wireless device in an area that has approved classified networks must first be reviewed and approved by the Department of Energy (DOE), who is the Authorizing Official for NRC licensees. The DOE approval ensures the wireless device(s) shall not compromise the certification and accreditation of the classified network.

Therefore, we request that you recall your May 29, 2018, submittal and resubmit the SPPP changes as substantial changes that need to be reviewed for approval in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 95.19(a). A follow up review of the SPPP will occur at the next annual inspection.

In accordance with 10 CFR Section 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publically Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC Web Site at http://www.nrc.gov/reading-rm/adams.html.
