NUCLEAR ENERGY INSTITUTE COMMENTS ON DRAFT INSPECTOR GUIDANCE: DISPOSITIONING INFORMATION RELATED TO SERVICE LIFE OF INSTALLED SAFETY-RELATED SSCs

Dear Mr. Cameron:

In your letter dated April 12, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18106A724), you indicated that the Nuclear Energy Institute and its members reviewed the U.S. Nuclear Regulatory Commission (NRC) staffs February 2018 draft inspector training presentation on service life (ADAMS Accession No. ML18024A272).

Although you stated the staff had improved the language and clarity in the transition from the draft regulatory issue summary to the draft training presentation, you provided additional comments for consideration. These comments focused on the clarity of the training, applicability to regulations, and the relationship between vendor service life and operability.

The staff reviewed these additional comments and revised the training materials, as appropriate. These two actions resulted in a final revision of the service life training presentation (ADAMS Accession No. ML18219A470). The NRC used this version to train agency inspectors.

Additionally, the staff is forming a temporary cross-regional panel to aid in the disposition of service life issues. This action should improve consistency in the identification of performance deficiencies and any enforcement actions that may result.
