NRC Comment When the D/G Local-Normal switch is not in Normal position, the D/G will not be able to respond to an automatic start -signal.

The annunciator window for this condition reads, "Local-Normal Switch Off-Normal".

This wording should be changed to more clearly indicate the 0/G will not automatically start.

~Res onse Control Room Operators and Supervisors receive periodic training on the subject of diesel generator control circuitry.

The training includes operation of the "Local-Normal" switch and its effect on the readiness of the diesel genera'tor.

The position of the switch is administratively controlled to ensure that it is in the "Normal" position unless the diesel generator is undergoing survei llance testing in connection with maintenance or in compliance with Technical Specifications.

The switch position is continuously monitored by a Control Room annunciator and is physically checked daily to verify annunciator indication.

The administrative control of the switch position, the surveillance testing of the diesel generator, the operating implica-tions of either switch position, and the operator response to annunciator indication are all discussed by approved plant procedures.

Training," surveillance, and administrative control combined with the present annunciator wording make the operator aware of the position of the "Local-Normal" switch and its effect on the readiness of the diesel generator.

However, the recommended change in annunciator wording is not a major change, therefore, it will be implemented.

Appropriate wording

. will be developed and is expected to be in place within approximately one month.

NRC Coment

, The information provided (in FPL letter to NRC. dated Flay 19, 1977) is not sufficient to determine if the diesel generators are provided with a manual shutdown lockout relay.

If such a relay exists, an alarm should be provided which is worded to clearly indicate the diesel generator is incapable of an automati c start when the relay is not reset.

Docket No. 50-335 On June 5, 1978, FPL personnel met with NRC staff members to discuss Draft Staff Positions on System Operations and applicability of current staff practice relative to onsite power source surveillance.

FPL concurs with the Draft Staff Positions on System Operations and will provide its proposed

methods, procedures and plans for implementation in thirty days.

We also plan to conform to Regulatory Guide 1.108 as implemented in Standard Technical Specification for surveillance of onsite power source for Turkey Point Units 3 and 4 and St. Lucie Unit 1

and will provide proposed technical specifications in sixty days.
