IlLilt~~M Florida Power E Light Company (FPL) herewith submits, pursuant to 10 CFR 50.34, Supplement 58 to the Final Safety Analysis Report consisting of revised page 8.2-4 and Figure 8.2-3.
This revision shows the change being made in the grounding of the 4l60 volt
- busses, from a three phase transformer to three single phase transformers.
A loading resistor is connected across the broken delta-connected secondaries of these grounding transformers.
In four fossil fuel fired generating units placed in service prior to the subject nuclear units, and in the subject nuclear units, FPL used three phase grounding transformers.
Recent operating experience at Turkey Point has shown that the transformers can overheat if a ground is not cleared in a relatively brief period of time.
As a result of this, and a joint study by FPL and its engineer-constructor, FPL is 'changing its grounding standards to improve them.
Turkey Point Units 3 and.4 will be the first to benefit from this improvement, which will enhance operating reliability.

Unit Auxilia
& Startu Transformers Each of the two units has an auxiliary transformer eon-
'ected tp the generator isolated phase bus to serve as the normal source of auxiliary electrical power.
Each transformer is rated at 30/40 MVA, OA/FA at 55C, 112%
rating at 65C, with primary winding at 20.9 KV and two secondary windings at 4.16 KV.
Each transformer is capable of supplying all the electrical power requirements associated with its unit as well as those requirements P
common to both units.
In addition to the unit auxiliary transformers,there are two startup,transformers, one for each unit, which are of the same MVA rating as the unit auxiliary transformers.
The startup transformers are connected to the 240 KV buses on their primary sides and have two secondary windings at 4.16 KV.
The startup transformer, serves the unit during
- startup, shutdown,
-and after a unit trip. It also con-stitutes a standby source of auxiliary power in the event of loss of the unit auxiliary transformer during normal operation.
In the event the turbine trips, an automatic transfer connects the 4.16 KV buses to the unit startup trans former.
The unit auxiliary transformer can be isolated by means of removable links in the connection to the generator bus.
The startup transformer for the adjacent nuclear unit is available as a redundant source of emergency power.

4160 Volt S stem For each unit there are two 4160 volt buses fed separately from the double secondary windings of its unit auxiliary transformer under normal operating conditions.
At any time when power from the unit auxiliary transformer is not available, these buses are energized from the double secondary windings of the startup transformer.
Complete loss of power at the 4 160 volt buses of either unit causes the emergency diesel generators to start and feed nower directly to them.
The 4160 volt: buses are grounded by means of 3 10 KVA, single
- phase, 4160 - 120 V grounding transformers.
All motors 300 HP and above are supplied from the 4160 buses.
480 V lt S stem The 480 volt system is arranged in an identical manner for Units 3 and 4.
For each unit there are four 480 volt buses arranged in double ended load center configuration.
Each bus is fed from a separate load center transformer rated at 1000 KVA, 4160/480 volts.
The two transformers of each double ended unit are energized from different 4160 volt buses.
This arrangement ensures the unit against being deprived of all equipment associated with a particular function in the event of loss of one 4160 volt bus.
All loads above 100 HP and below 300 HP are connected to the 480 volt load centers.
The load centers also feed all the 480 volt motor control centers.
