e In accordance with 10 CFR 50;30, Florida Power
& Light Company herein submits three (3) signed originals and foxty (40) conformed copies of additional infor-mation concerning our October 30, 1974 submittal to assist you in your review of our request to amend the Facili.ty Operating Licenses DPR-31 and DPR-41.
The modified control rod insertion limits (Secti'on 3.2.1 of the Technical Specifications) axe the result of analyses performed fox the Cycle 2 fuel management scheme to insure the following:
a)
Maintaining an adequate shutdown margin throughout cycle life.
b)
Maintaining hot channel factors below design limits.
c)
The consequences of the xod e)ection accident being acceptable with rods inserted to their limits.
d)
The consequences of rod misalignment being acceptable.
The analysis for Cycle 2, two loop operation resulted in a more conservative rod insertion limit than for Cycle 1, hence the new Figure 3.2-1.
The analysis fox Cycle 2, three loop operation resulted in a slightly different rod insertion limit than for Cycle 1.
Since the analyzed results for Cycle 2
operation are less conservative we therefore choose to continue the use of the more conservative, Cycle 1 rod insertion limits.
We have reviewed these proposed changes and have concluded that these changes will not make the consequences of the accidents covered in the FSAR more severe than the acceptable limits pxeviously reported.
