Dear Mr. Case:

The purpose of this letter is to clarify our installation schedule for the Overpressurization Mitigating System previously submitted by letter to the NRC dated, March 3, 1977.

Xn that letter we stated, "We will have all the necessary equipment available and be prepared to do the installation work by December 31, 1977.

We will install the equipment at the first. system depressurization subsequent to having all of the equipment available on site.

We believe this to be the most, logical approach since there is no need for the mitigating system until the reactor coolant system is depressurized from operating conditions."

On May 27, 1977 we received a telephone call from Don Davis requesting us to clarify our installation schedule in writing under the Donald C. Cook Nuclear Plant Docket.

We willhave all the necessary equipment available and be prepared to do the installation work prior to December 31, 1977.

Xt is necessary that. the reactor coolant system be depressurized (cold shutdown) in order to do this installation work.

1977 not plan to depressurize the system until our next refueling outage scheduled for March 15, 1978.

We plan to install the Over-pressurization Mitigating System during that refueling period.

However, should the reactor coolant system be depressurized after the Overpressurization Mitigating System equipment has been delivered but prior to our refueling outage we will do the installation work at that time. Because the purpose of the mitigating system is to provide protection only when the reactor coolant system is in the cold shutdown mode, we believe this installation plan provides the required protection 'at~ the most logical time.

Xn any case, when the reactor coolant system is brought into its next cold shutdown mode we willutilize our revised cooldown procedure which incorporates the maintaining of a steam bubble in the pressurizer and the use of an over-pressurization "operator alert" alarm.
