OF THE JUNE 19, 2018, CATEGORY 1 PUBLIC TELECONFERENCE TO DISCUSS THE NUSCALE POWER, LLC RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION ASSOCIATED WITH THE NUSCALE DESIGN CERTIFICATION APPLICATION The U.S. Nuclear Regulatory Commission (NRC) held a Category 1 public teleconference on June 19, 2018, to discuss responses to the NRC staff requests for additional information (RAI) associated with the NuScale Power, LLC (NuScale) design certification application. Participants included personnel from NuScale. No members of the general public participated via bridgeline during the meeting.

The public meeting notice dated June 19, 2018, can be found in the NRCs Agencywide Documents Access and Management Systems under Accession No. ML18168A002. This meeting notice was also posted on the NRC public website.

U.S. NUCLEAR REGULATORY COMMISSION OVERVIEW OF THE JUNE 19, 2018, TELECONFERENCE TO DISCUSS THE NUSCALE POWER, LLC RESPONSES TO REQUESTS FOR ADDITIONAL INFORMATION ASSOCIATED WITH THE NUSCALE DESIGN CERTIFICATION APPLICATION The purpose of this teleconference was to discuss the results of the U.S. Nuclear Regulatory Commission (NRC) staffs review of NuScale Power LLCs (NuScale) Responses to Requests for Additional Information (RAI) 9074 and 9236.

The following is the summary of the NRC staffs feedback and agreed upon next steps for the resolution of the remaining issues.

1. RAI 9074, Question 09.02.04-1
a. NRC Staff Feedback: The RAI questioned whether the portion of the potable water system (PWS) penetrating the control room envelope and habitability boundary is designed to ensure control room envelope integrity, and prevent in-leakage if subject to a seismic event. In its response, the applicant states that for supply and return lines that penetrates the control room envelope, the PWS isolation device inside the control room envelope (CRE), and the piping between the isolation device and the CRE outer wall are seismic II. The applicant also stated the seismic category II classification protects against in-leakage of radioactive contaminated air into the control room and ensures CRE integrity under a seismic event.

Other PWS piping is designed to seismic III and those portions of the system may be subject to failure during a Safe Shutdown Earthquake (SSE) event. Thus air from outside the control room could enter the PWS through failed PWS piping outside the control room. Since the seismic II isolation device cannot be credited to close during the SSE and the indoor seismic III portions of the system may fail providing a pathway for outside air to enter the control room. The design with seismic II Structures, Systems and Components (SSC) do not protect against in-leakage of radioactive contaminated air into the control room or ensures CRE integrity under a seismic event as the applicant claims.

b. Next Step: NuScale understood the NRC staffs question and agreed to provide supplemantal response with Final Safety Analysis Report (FSAR) markup that describes the loop seal as the isolation device used for PWS.
2. RAI 9236, Question 11.05-1
a. NRC Staff Feedback: After reviewing the NuScale response to RAI 9236, the staff determined further descussion is needed to understand the following points:

  • the data used for range of detector calculation and parameters for instituting the injection process,
  • the source of the data and equations used,
  • explore if there is a need for NuScale to add a more detailed explanation in a supplemetal respnse to RAI 9236, and
  • guidance on what the a combined license (COL) holder needs to provide based on COL Item 5.4-1.
b. Next Step: NuScale understood the NRC staffs question and provided all the information the NRC staff needed to complete its evaluation of the RAI response during the teleconfrence. No further action is required.
