At the request of NRC, a site inspection of Units 1 and 2 was made on 31 May 1977'he inspection was conducted by Messrs.

R Van Horn, USGS~ E. O'Donnell and H. Lefevne, NRC, and L. Knuppel, C of E.

The purpose of the inspection was to inspect the exposed bearing stratum that forms the foundation for Category 1 structures of Unit 2 and to review compaction procedures and results of contruction control tests for structural Category 1 backfills currently under construction at Unit 1.

2 The inspection disclosed that the contractor has selected an orientation different from the plan presented in the PSAR, for the foundation excavation of Unit 2.

As a result of this change, the Fuel building will be founded entirely on compacted backfill~

Xt was also observed that the foundation design for the Containment building has apparently been changed since the PSAR> resulting in about 1/4 of the Tendon gallery of Units 1 and 2 being placed on a confined compacted backfill rather than in-situ material as 'shown on figure 2T-6-2, L

Visual observations of the surface of the excavated Unit 2 bearing

'urface had been cleaned and over-excavated about 4 inches to allow placement of a mud mat.

4'he observed operation of placement of structural backfill at Unit 1 was very good both on grade and at the stockpile area. It was reported that the fillarea described as "Power Block 1 Area K," had been removed for the full placement depth (about 6 to 8 feet) and replaced, after construction control testing disclosed that the placed material did not comply with the specified gradation and density l

requirements.

Backfill at this area had been accomplished at the time of the site inspection. It should be noted, that this fillwas being scrutinized by the NRC prior to its removal.

The density and gradation quality control tests for the Power Block 1 Area K fillwere reviewed by Mr. L. Knuppel.

The data indicate that the replaced fillmeets specification requirements Quality control test data were requested for the Category 1 structural fillplaced under the Unit 1 Containment building Tendon gallery.

-The data will be reviewed by the Los Angeles District when received.

After inspection of the Unit 2 bearing stratum and discussions with NRC and..USGS representatives, it was agreed that the foundation stratum is satisfactory an'd construction could proceed.
