Dear Mr. Muller:
This letter is submitted to confirm the position of,the applicant, Arizona Public Service Company, stated at our meeting on December 5,
1974 with members of your staff and representatives of the Department of Interior ("DOI").
There are three outstanding items in the environmental review of the PVNGS application:
l.
Analysis of pathogenic virus effects from, cooling tower drift (see References (A) and (C)).
2.
Additional data to evaluate use of coal's an alternate fuel '(see Reference (B)~)'.
3.
Changes in the Arizona transmission system described at our meeting of December 5,
1974.
Data respecting these outstanding items cannot be submitted in time to permit incorporation in the PVNGS Draft Environmental Statement
("DES")
unless the issuance of the-DES is deferred beyond'he date originally scheduled.

!'ccordingly, the Applicant considers that issuance of the DES on January 6, 1975, would be premature, would result in unnecessary confusion and misunderstanding and would not provide adequate opportunity for the several offices in the DOI to prepare meaningful input for the DES nor permit adequate consideration of any concerns which may arise with respect to the alternate transmission system.
It is the Applicant's view that adherence to the original schedule is likely to result in unnecessary delay of the total review process.
DOI has committed to expedite its review and to meet a schedule under which the DES would be deferred not more than forty-five days and recognizing that DOI has valid jurisdictional interests respecting the transmission system which cannot be adequately addressed within the current review schedule, we urge the Commission to defer the issuance of the DES for a period of forty-five days from its original schedule date.
A deferral of this nature will permit the AEC to resolve the other two outstanding items (Reference A and B) before release of the DES and not jeopardize the schedule for plant construction.
