CNdtNaq Atffm~y Mr. Thomas N.
Green'rgonne National Laboratory 9700 S.
Cass Avenue Argonne, Xllino'is 60439 Dear Mr. Green Xn answer to your question, regarding the reasons for deletion of Link 48 from our, environmental
- studies, T. offer the following information:
Link 48 was deleted from the study by the utilities because, it follows a narrow corridor in the Santa Cruz River through Tucson.
The existing cox'ridor contains a 138kV double cixcuit txansmission line which occupies the best available coxridor thx'ough this area.
The existing 1'38kV line has a number of bends
'in it necessary, to follow the river channel.
This is a highly sett ed,area and there is hardly'sufficient physical room to route an additional 500kV line.
The'.ax'ea is in a flood plain and present develop-ment has taken place up to the edge of the pl;ain.
The right-of-way cost for., portions of a trans-mission line through the developed area would be very high.
Pilings, and special footings would be required on portions:of the line which lie
'ithin the flood plain thus incxeasing construc.-
tion costs.
Xn addition to the narrow river, channel, the intensive land use the'hi h ri<rht-of-wa c sts on laments posse.baal>GJ.es t.o t.he ea 8.

Given the existence of other lineal rights-of-way from Saguaro to South Tucson, Link 48 was dr'opped in favor of other routings.
Me did obtain the same depth of environmental data for Link 48 in our Phase 1 studies as was obtained for all of the other links.
Thus,. it was. with careful considerati'on of all the factors that the utilities elected to drop Linlc 48.
Sincerely, Jack A. Rassi ENVXRONiKNTA'LDEPARTMENT ccg
