'Cry'l;.I~M This society 'is disappointed that the Nuclear Regulatory Commission has not seen fit to provide our organization with a copy of the EAR or the EIS of the PALO VERDE NUCLEAR GENERATING STATIONS ¹1, ¹2, and ¹3.
Enclosed are copies of two-way correspondence (letters dated Nov. 24,
- 1973, Feb. 3, 1974, February 4, 1974, May 10,
- 1974, May 22, 1974) which this society has had with both'r.
Van Bru'nt of ANPP and Dr. Bland of NUS.
The president of this society has personally consulted with both of these individuals.
Absence from your EIS mailing list would appear to demonstrate a disconcerting lack of concern for local organizations which may have views adverse to certain aspects of the proposed project It is difficult for us to believe that the ARIZONA PUBLIC SERVICE Company and Mr. Van Brunt would also care to disregard the input of local citizens.
Please send us a list of the individuals, agencies and organizations which received the EIS (and the EAR)?
We would like to notify some of our conservation colleagues who may have also been "overlooked" in the mailing list.
We are hereby asking for an extension of the time required for our commentary to be 30 days after your mailing of a copy of the EIS to this organization.
If you find this request unreasonable please let us know why.
Undoubtedly your EIS was mailed to national or regional offices of the major conservation organizations.
This practice very effectively assures a critical delay or failure in the routing of the EIS which is going to be answered on a local level and which must be accomplished within the 30 day HEPA deadline.
Here-in Arizona it has been our observation that other federal agencies such as the Corps of Army Engineers, the Bureau of Reclamation the USDA (Forest, Service),
and USFWS have been most cooperative in complying with, not circumventing, the intent of the Environmental Protection Act.
One only need open their EIS s to encounter their well-considered, published prefix lists of the local recipients.

Van Brunt, This chapter of the National Audubon Society has great concern for the continued flow of effluent downstream from both the 23rd ave.
and 91st ave.
These water flows in the Salt River bed have become a superb wildlife re-source for the greater Phoenix community.
A great diversity of both avian and non-avian wildlife find food, rest, or cover in the developing lush riparian vegetation..
Nillows and cottonwoods have grown to great heights in only eight years since the past major flooding.
Cattails have also grown up and given a remarkable variety to the habitat.
These cattails have permitted a great diversity to the riverine wildlife: such as muskrat, virginia rail, sora rail, yellow-,
throat warblei, long-billed marsh wren, yellow-billed cuckoo, blue. grosbeak, black-crowned night heron not to mention a host of species which use it for food and cover during migration or for wintering-over in our mild climates Very complete avifaunal censusing has been performed by our society during the past twenty years of this area and we can provide any environmental impact statement. with a host of information which would point to its unique quality.in our arid Arizona environment where water for wildlife is always very scarce.
This area is like a wildlife or birdwatching park for the urban citizens of greater Phoenix and for this reason it acts as a
great recreational and educational resource.
It is our understanding that the ANPP may shunt or bypass the downstream flow of these waters through the installation of a con-duit at the 91st and possibly the 35th ave. plants.
Xs there a possibility that your plans might consider drawing off this water farther downstream-say at Bullard Rd.
so that both your plant and the wildlife enjoying public might both benefit from

I have not yet received a reply from you for my letter of Nov.

Xn that 'letter l suggested drawing off the effluent from Bullard Rd. or somewhere downstream from the 91st Ave. treatment plant.
A weir now exists-at Bullard Rd.
I have written Mi. Vondrick asking that the.draw-off point be as close to your ANPP as possible to provide the maximum habitat on the Gila.
All those in this county interested in the welfare of this unique Lower Sonoran riparian ecosystem would be grateful for your consideration of this matter..

Dear Dr. Witzeman:
I must apologize for not following up on your phone conversation with our Mr. Roger Robb on November 9, 1973 or responding to your November 24, 1973 letter to me before this time.
In the press of business, time has managed somehow to slip by at a rapid rate.
We have reviewed your conversation with Mr. Robb and your letter of November 24, 1973 and agree that some consideration should be given to continued sewage effluent flow downstream of the 91st Avenue sewage treatment plant and the vegetation belt created by that effluent flow.
We understand how your society would be concerned about this matter.
As you indicate in your letter, we will be required to file an en-vironmental report for our project with the U.S. Atomic Energy Commission.
This procedure will'lso result in review of that report by the Environmental Protection Agency and the Council on Environmental Quality as well as other Federal and State agencies.
Matters. such as the one you raise as well as a multitude of other potential impacts will be considered in that report, We have been gathering information and developing some preliminary thoughts on this matter.
Since this is a matter of some complexity, we would as you suggest, like to meet with you to discuss this subject.
Please contact me to arrange a mutually agreeable time and place.

obtained from you in a personal interview on March 28, 1974.
We would like to verify our restatements of your comments and (re)affirm that we have permission to cite you as having pro-vided us with the following:
1.
The proposed Salt River natural area has some of the best waterbird habitat in the central Arizona lowlands.
2.
The only area simaTar to this,stretch in Maricopa"
'ounty is the marsh and deciduous forest riparian d
vegetation along Granite Reef Dam along the Verde River where it converges with the Salt.
Except for a five-mile stretch, the latter area,may be inundated. if the Central Arizona Project's.
0 Dam is constructed.
