Docket Nos.

STN 50-528/529/530 NRC Letter of December 2,

1975 Gentlemen:

Pursuant to the Notice of Availabi;lity of the Draft Supplement to Final Environmental Statement for Palo Verde Nuclear Generating Station, Units 1,,

2 and 3, dated November.25, 1975, forty (40) copies of the Applicants'omments to such Draft Supplement are submitted herewith.

We are also submitting as a part of these

comments, forty (40) copies of a document erititled "Supplement:

to, Transmission System Environmental Analysis - Project No. 4," which describes and analyzes three alternate..route-'egments of preferred Alternative Route A (Red Lake Canyon to Mohave)'f Project No. 4, described and evaluated in Supplement No.

6 to the PVNGS Environmental Report.

'Such alternate route segments bypass a subdivided area, known

.as Bridge; Canyon Country Estates, located immediately west of,Seligman,

Arizona, and referred to in the Draft 'Supple-ment in the paragraph commencing at the bottom of page S-9.

This document is responsive not only to the observations made in such paragraph, but also to the interest of the Arizona Power Plant and Transmission Line Siting Committee in considering acceptable means of bypassing the Bridge

Canyon Country Estates subdivision.

We are including with these comments an errata sheet applicable to Supplement No.

6 to the PVNGS Environmental Report which may be useful in reconciling some of the comments to the Draft. Statement with Supplement No.

Pa e 8-2, Section

8. 2. 2, Line 1, Text "A reserve margin of 14 percent is used as a minimum objective by the participants."

Revisions "Reserve margins of between 15 and 20 percent are used as minimum planned reserve objectives by the participants."

Pa e 8-2, Table 8.1 SCE intermediate unit capacity for 1974 should be 9930 MW, total intermediate for all participants should be 11233 MW, and total installed should be 18421" MW.

Pa e 8-3, Tab'le 8.2, Table 1.2-4

, Sheet No.

2 of Supplement No.

4 to the PVNGS Environmental Report incorrectly reported that the energy sales of Arizona Public Service Company in 1974 were 7,128 GWh; the correct figure, as shown in Table Al.2-4, Sheet No.

2 of Supplement No.

6, is 9,491 GWh.

Additionally, Table 1.2-4, Sheet No.

1 of Supplement No.

4 incorrectly reported that total energy sales for all participantes in 1974 was 24,894 GWh; the correct figure that should have been reported in Supplement No.

4 is 27,042.GWh.

Also, the total energy sales in 1974 for all participants except Southern California Edison Company, as reported in Table Al.2-4, Sheet No.

1 of Supplement no.

6, should be changed from 21,026 GWh to 23,174 GWh.

In order to properly reflect the forego'ing corrections, Table 8.2 of the Draft Supplement to the Final Environmental Statement should be changed as follows:

The energy sales for APS in 1974 should be changed from 7,128 GWh to 9,491 GWh.

The energy sales for all participants in 1974 should be changed from 77,416 GW h to 79,779 GWh.

Accordingly, the annual growth rates of energy sales, 1964-1974, should be changed for APS from 4.3% to 7.0% and for all participants from 6.2% to 6.5%.

Pa e 8-3, Section 8.2.3.1, first ara ra h Consistent with the changes in Table 8.2, the first paragraph of Section 8.2.3.1 should be changed to show the average annual rate of growth

-in energy generation for all participants between 1964 and 1974 to be 6.5%, rather than 6.2%.

Pa e 8-4, Table 8.5 The information shown below should be substituted for the SRP data in Table 8.5:

'alt River Pro'ect 1973 Level 8 Annual Increase 1963-1973 Residential:

Sales (million KWH) 2,640.9 No. Customers (000's) 209.3 KWH per customer 12,618.0

Pa e 8-5, Table 8.6 Change the word "decrease" to "increase" in the column heading of this table and change the number of 1974 residential customers from "23,857" (thousands),

to "2,385;7" (thousands).

Pa e 8-6, Section 8.3.1, Last Para ra h, Text "The impact of conservation and energy prices is incorporated into the sales forecasts by an adjustment of elasticity coefficients and energy price forecasts.

Population and economic activity are also factors in developing load forecasts.

Such data for the PVNGS participants are shown in Table 8.8."

Recommended revision "The impact of conservation and energy prices is incorporated into the sales forecasts by an adjustment based on elasticity coefficients.and energy price forecasts."

Population and economic activity data for the PVNGS participants are shown in Table 8.8."

r Pa e 8-6, Section 8.3.2.1, Line 40 The text suggests that energy consumption xn the participants'reas for October, 1974, to April, 1975, was 18 percent lower than for the corresponding period two years earlier.

Confirmation of this reduction based on the tables Al.2-3 and B1.2-3 is not possible.

Pa e 8-10, Section 8.2.3.4, Line 3, Text "Those who do have interruptible.loads do not use.it to reduce the annual peak demands of energy requirements in power planning studies."

Recommended revision

"...to reduce the annual peak demands in power planning studies."

Li.'ne 5, Text "...the load reduction must be large enough to be effective in system stability planning."

Recommended revision

"...the load reduction must be large enough to be effective in system capacity planning."

Pa e 8-17, Table 8.18 Because of corrections made in Supplement No.

6 to the 7VNGS Environmental Report (see comments respecting Table 8.2 of the Draft. Supplement),

the annual percentage increase in energy use for the years 1974 and 1975 should be changed from -3.8% and 9.0%,

respectively, to -1.1% and 6.0%, respectively.
