C. 20555 The Rura1 Electrification Administration (REA) recognizes that the comment period on the Environmental Impact Statement for the proposed project has expired. The purpose of this correspondence is to give you some feedback so that future impact statements can be improved in the areas where this particular document was weak. Arizona Electric Power Cooperative, Inc , a participant in the proposed project, has requested loan funds from REA to finance a,portion of the project.

REA recognizes the need for nuclear power in the United States and supports the, proposed project. Overall, the discussions on the generating station,, potential environmental effects, and proposed measures to mitigate these effects were well done. On future projects, the transmission lines and water pipelines should be covered in suffi-cient detail so that the reader could determine that these aspects of the proposed project will be undertaken with the least environmental impact. Although it is. recognized that certain aspects of the project have not been finalized at thi:s stage, a discussion of the potential environmental effects and methods of minimizing these effects should be provided.

Although many requirements were placed on the applicants by the NRC, REA feels that the list of recommendations presented in the impact statement should have been made requirements in order to insure their implementation.

REA recommends consultation with the Soil Conservation Service, U. S.

Department of Agriculture, on revegetation and soil erosion control measures for future projects, particularly where it applies to trans-mission lines and water pipelines.'t is also recommended that the guidelines presented in "Environmental Criteria for Electric Trans-mission Systems," a joint publication of the U. S. Department of the Interior and U. S. Department of Agriculture, are followed. so that
