The Final Supplement to the Final Environmental Statement Related to the Constructi'on of Palo Ver'de Nuclear Generating Station Units 1, 2

and 3

(NUREG-0036) included the evaluation of a proposed'ransmission line, designated as Project 4, from.Red Lake Canyon substation, Coconino County, Arizona, to Mohave Generating

Station,

'Clark County, Nevada.

The primary purpose 'of Project 4 was to provide the means for transmission of the share of Southern California Edison Company (SCE) of the elec'tricity to be generated by the Palo Verde units from the Palo Verde Station to SCE's service territory.

It was intended'hat transmission of Palo Verde power from Mohave "Generating Station to SCE's service terri-tory would util'ize the"'ransmission lines to be built in connection with the 'Kaiparowits project.

In April, 1976, th'e Kaiparow'its project was cancelled by its

sponsors, and transmission system studies conducted'ubsequent to such cancellation showed that 'Project 4 was not technically, economically nor environmen'tally sound without the Kaiparowits transmission system.

Such studies further indicated that, in the absence of'he Kaiparow'i'ts. transmission

system, a trans-mission line proceed'ing we's't 'from Palo Verde Station, passing near Blythe, California, to SCE's existing Devers Substation, 77i900218

about 10 miles north of Palm Springs, California (Palo Verde-Devers Line), would be the most acceptable means of transmitting SCE's share of the Palo Verde power to its service territory.

Accordingly, environmental studies have been conducted of several alternate and subalternate routes for the proposed Palo Verde-Devers Line.

Rights-of-way for substantial por-tions of such line will have to be obtained from the U.

S.

Department of Interior (DOI) and prior to granting any rights-of-way DOI will have to conduct an environmental review pursuant to the National Environmental Policy Act (NEPA).

Accordingly, an application for approval of the route for such line and grant of rights-of-way therefor, together with an exhaustive environmental report, has been filed by SCE with DOI ~

Paragraph E (3) of each of the Palo Verde construction

permits, CPPR-141, CPPR-142 and CPPR-143, requires that the applicants shall provide a written evaluation and obtain prior approval of the Director of Project Manage-ment of any construction activity that may result in a

significant adverse environmental impact that was not evaluated.

In addition, paragraph E (6) of each of such construction permit requires that the applicants provide a detailed description and analysis of the routes of the final transmission line alignments for staff review and approval.

It is our understanding, based on several discussions of the subject matter with the NRC staff and officials of DOI, that (i) a letter of agreement between NRC and DOI has been developed and is now being processed for exe-cution, (ii) pursuant to such agreement, DOI will be the "lead" federal agency for conducting the NEPA review of the proposed Palo Verde-Devers transmission line and for issuance of the requisite 'raft and final environmental impact statements therefor and (iii) pursuant to such agreement, NRC staff will participate in the presentation of such draft and final statements by providing its comments, recommendations and other input directly to DOI.

It is our further understanding that, with respect to the Palo Verde-Devers transmission

line, DOI's approval of a route for such line and grant of rights-of-way therefor, following the sub-

mittal of DOI by SCE of its application, the accompanying environmental report and such other information as DOI may require and NRC staff's participation in DOI's NEPA review shall constitute compliance with paragraphs E (3) and E (6) of the Palo Verde construction permits without any further submittals by the applicants to NRC.

Please advise us promptly if our understandings are correct of if we should take any other action in this matter to com-ply with-any conditions of such construction permits.
