gs ADDITIONALCOMMENTS:

In my opinion, the five 'identified prehistoric archaeological sites located in the area of project impact do meet the criteria of eligibility for inclusion in the National Register of Historic Places.

However, because the proposed project will only impact a relatively small portion of these once large Hohokam villages, it is felt that the implementation of an approved program of data recovery within the bounds of each site will allow a "no adverse effect" determination to be made (under the Advisory Council on Historic Preservation's Guidelines for Makin "Adverse Effect" and

".No Adverse Effect" Determination,

..). 'If this research is undertaken, it should provide valuable information needed to further evaluate the significance of these sites for subsequent consideration in nominating them to the National Register of Historic Places, either as individual properties or as an archaeological district.

The general mitigation Plan (dated May 1977) prepared by the Museum of Northern Arizona for the Arizona Nuclear Power Project poses a number of important research issues which can be addressed in the proposed data recovery program for these five prehistoric sites.

In my opinion, this proposed data recovery program, if carried out following a well-formulated and more detailed research design (to be prepared by the Museum of Northern Arizona), should result in recovering the scientific values contained in the portions of these sites that will be impacted by this project.

Concerning the ei'ght identified historic sites associated with this

.project, I. am in agreement with the recommended mitigation proposed in the Museum of Northern Arizona's Pla'n, report (May 1977).

Avoidance of the identified properties is the preferred mitigation measure, and every effort should be made to adopt this measure when possible.

'However, when avoidance is not feasible, the research and documentation recommended for the particular sites, if carried out, should adequately mitigate any adverse impacts to these historic resources.
