Dear Dr. Gilbert:

Please thank Nr. Regan for responding to my inquiry (14 January 1978) concerning water consumption for atomic power plants.

Xet me restate my case.

For each 1270 ISle nuclear unit at Palo Verde, it is projected that the annual water consumption will be 21,000 acre-feet, assuming a 75% capacity factor, I. am concerned specifically with Palo Verde. I would. like to kno~v what the annual water consumption would. be if the average annual capacity factor varied. from the projected.

My reason for wanting this information is that I have seen in-formation that indicates that this capacity factor might be too high.

In the EXS for Palo Verde, the NRC in one case uses a 63% capacity factor, for a lifetime average.

And in NASH 1159 (74)., the USAEC indicates that the average. lifetime capacity factor will be 66%

if'he reactor life is 50 years.

thermore, I have seen two other studies that conclude that a 55% capacity factor might be more likely.

Since I am concerned. with water consumption on a per-kilowatt-hour basis, I need. to know how to discount the water consumption range on an annual basis, aa.'%he electrical production range is extended on an annual basis.

Do you have any criteria to determine how the water consumption cteclines as electrical production declines-on an annual basis?
