v,"l' In a meeting with members of the )$C",staff and'anagement on May 18, 1978, our proposed use of a catalytic recombiner was identified by the staff as an item of major concern.

In addition, in Reference (1) it was stated that our prompt attention to the matter was needed in order for the result-ing review not to impact our scheduled

March, 1980 fuel load date.

Accordingly, WPPSS and its contractors went to great efforts to gather the required supplemental information into a report.

It was our intent to deliver the report at a meeting with the Containment Systems Branch reviewer and give a brief presentation summarizing the report.

The reason for this desired approach was the need for expeditious feedback from the NRC on the need for any additional testing information and the licensability of the recombiners so as not to impact our construction schedule.

We were

advised, however, that a Containment Systems Branch reviewer had not been assigned to WNP-2, based upon the priority assignment for NRC review of applications and, therefore, a meeting was impossible to schedule.

Accord-ingly,,thereports were hand-delivered to the WNP-2 licensing project manager on July 13, 1978.

The accompanying transmittal letter to the reports (Reference

2) requested feedback f'rom the staff by August 15, 1978.

This frustrating development was compounded by the fact that it was also learned on July 13, 1978 that no 18C reviewer had been assigned to WNP-2 for the same reason.

This is of major concern to WPPSS since it is our understanding that the NRC will find it difficult to produce a comprehensive review schedule without assigned reviewers in the two areas particularly critical to WNP-2.

WPPSS, with the submission of the recombiner information has satisfied the necessary prerequisites stated by the NRC in Reference (1) for production of such a schedule.

WPPSS is spending a great deal of money and effort in attempting to attain a March, 1980 fuel load.

This includes taking necessary measures to be responsive to the NRC staff on a timely basis.

The early identi-fication and resolution of NRC concerns is necessary to afford us maxi-mum opportunity to make potential design changes in a most amenable and cost-effective manner with minimal schedule impact.

As noted above, the staff has identified the hydrogen recombiner as an item needing "prompt" resolution.

However, until an NRC staff reviewer is assigned, progress in this area is 'stopped.

Your immediate attention to this item is requested.

While the hydrogen recombiner is the item of immediate interest, there are several other items related to the review of WNP-2 which concern us due to an to an apparent lack of staff activity.

Specifically; 1)

The status of the second acceptance review questions (to date we have received none),

2)

The extension of our CP,, due to expire September.

An extension was requested December 28, 1976, 3)

The Fuel-Can Interaction Topical, submitted to the NRC October 24, 1977, and 4)

The Fire Protection Report, submitted to the NRC November 3, 1977.
