OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JUNE 28, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on June 28, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18150A282. The meeting notice is also posted on the NRC public website. On June 24, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) operator licensing, and (2) LAR 17-037 for changing the Tier 2* departure evaluation process for VEGP Units 3 and 4.
The first topic discussed was operator licensing. The staff sent SNC comments on June 19, 2018. SNC asked a question about how to complete the portion of the NRC Form 398 for the applicants that will be included in the exemption request. The staff informed SNC they would need to review NRC Form 398 and discuss the staffs response at a later time.
The second topic discussed was how changes to initial test program Tier 2* information would be handled under SNCs proposed license condition in LAR 17-037. For this topic, the staff requested SNC to clarify its reference to Tier 1 information (i.e., Adequately Addressed in Tier 1 and COL) for the passive residual heat removal natural circulation test and automatic depressurization system and core make-up tank verification tests, as noted in its initial LAR submittal dated December 21, 2017, Enclosure 5, page 5 of 6. SNC stated that the relevant Tier 1 information included the following items, including inspections, tests, analyses, and acceptance criteria (ITAAC):
