NRC Annual Assessment Summary The Licensee, FirstEnergy Nuclear Operating Company, operated the station safely and in a manner that preserved the public health and safety and protected the environment Davis-Besse met all cornerstone objectives but was in the Regulatory Response Column of the NRCs ROP Action Matrix for the first and fourth quarters of 2017 White Performance Indicator for Unplanned Scrams with Complications (Initiating Events Cornerstone) in the first quarter of 2017.

Davis-Besse Nuclear Power Station PIs and Findings 1 White finding (low to moderate risk significance) during the fourth quarter Auxiliary Feedwater pump #1 inoperable due to damaged bearing resulting from low oil level.

Decommissioning Overview Bill Lin, Health Physicist, Region III
Decommissioning Timeline Plant submits written notification to the NRC of intent to permanently cease operations (FENOC/FES submitted on April 25, 2018, with intent to shutdown on or before May 31, 2020). May rescind or modify notification.
Plant submits written notification to the NRC of permanent removal of fuel from reactor vessel. Once submitted, cannot be rescinded or modified, and reactor may not be restarted.
The licensee must submit the Post Shutdown Decommissioning Activities Report (PSDAR) within 2 years of permanent shutdown.
Decommissioning Timeline Major decommissioning activities cannot start until 90 days after the NRC receives the PSDAR, and notifications of (1) permanent cessation of operations and (2) fuel removal.
NRC public meeting is held near the plant for the PDSAR within 90 days of receipt.
2 years prior to license termination, a License Termination Plan (LTP) must be submitted to the NRC.
Once the LTP is submitted to the NRC, an additional NRC public meeting is held near the plant.
Decommissioning Trust Fund Shawn Harwell, Financial Analyst, Office of Nuclear Reactor Regulation
Decommissioning Trust Fund FirstEnergy reported the status of decommissioning funding in March 2017 and NRC staff concluded that the licensee met the minimum funding requirements in 10 CFR 50.75 for the 2017 reporting cycle.
NRC continues to monitor FENOCs decommissioning financial assurance for its reactors and independent spent fuel storage installations.
The Department of Justice, working closely with NRC, will work to represent the NRCs interests in the bankruptcy proceeding, including protection and preservation of the decommissioning trust funds.
Additional NRC Actions Following the filing for bankruptcy, the NRC implemented formalized and documented inspection activities to determine whether the licensees financial condition is impacting safe operation of the plant.
The areas for review include: impacts on plant staffing; corrective maintenance and corrective action program backlogs; changes to the planned maintenance schedule; and any impacts on emergency preparedness capabilities.
No significant impacts observed during second quarter 2018. Focused reviews will continue until bankruptcy proceedings are resolved.
