CERTIFICATE OF COMPLIANCE NO. 9287, REVISION NO. 6, FOR THE MODEL NO. EAGLE TRANSPORTATION PACKAGE

Dear Mr. Noss:

As requested by your application dated May 15, 2018, enclosed is Certificate of Compliance (CoC) No. 9287, Revision No. 6 for the Model No. Eagle package, reflecting the Corporate name change from AREVA Federal Services LLC to Orano Federal Services LLC. Further, the word SteriGenics has been deleted from the Model Number of CoC. Changes made to the enclosed certificate are indicated by vertical lines in the margin. The staffs safety evaluation report is also enclosed.

Orano Federal Services LLC is now registered as the certificate holder for this package. The approval constitutes authority to use the package for shipment of radioactive material and for the package to be shipped in accordance with the provisions of Title 49 of the Code of Federal Regulations (49 CFR) 173.471.

SAFETY EVALUATION REPORT Docket No. 71-9287 Model No. Eagle Package Certificate of Compliance No. 9287 Revision No. 6

SUMMARY

By application dated May 15, 2018 (Agencywide Documents Access and Management System Accession No. ML18145A102), Orano Federal Services LLC requested the U.S. Nuclear Regulatory Commission (NRC) to reissue Certificate of Compliance (CoC) No. 9287, for the Model No. Eagle package, by revising its legal name from AREVA Federal Services LLC (AREVA) to Orano Federal Services LLC (Orano). Orano did not request any changes to the package design or its authorized contents. The CoC has been reissued reflecting the new Corporate name. Further, the word SteriGenics has been deleted from the Model Number of CoC.

EVALUATION The staff considered the Corporate name change from AREVA to Orano and deletion of the word SteriGenics from Model Number of the CoC as administrative in nature. On May 8, 2018 (ADAMS Accession No. ML18130A605), Orano submitted a revision to its Quality Assurance Program Description for NRC approval, and included this new Corporate name change. The Corporate name change and a minor modification in the Model Number of CoC do not affect the ability of the package to meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71. Therefore, the NRC staff found the name change and the modification to the Model Number in CoC to be acceptable, and reissued the CoC.

CONDITIONS The following changes have been made to the CoC:

Item 3.a, was revised to change the name from AREVA Federal Services LLC to Orano Federal Services LLC.

Condition 5 (a)(1) was modified to delete SteriGenics from the Model Number.

The references section was updated to include the letter requesting the new Corporate name.

CONCLUSION The certificate has been reissued reflecting the Corporate name change. Based on the statements contained in the application, and the condition listed above, the staff concludes that the change indicated does not affect the ability of the package to meet the requirements of 10 CFR Part 71.
