Retrospective Review of Administrative Requirements Public Meeting May 31, 2018

Overview of the Retrospective Review of Administrative Requirements Andy Carrera Division of Rulemaking Office of Nuclear Material Safeguards and Security

  • Provide an opportunity for the Nuclear Regulatory Commission (NRC) staff and external stakeholders to exchange information regarding the draft criteria to be used in NRCs Retrospective Review of Administrative Requirements (RROAR) initiative.
  • Enhance stakeholder understanding of the RROAR Federal Register notice (FRN) to inform the development of written comment submissions regarding the draft evaluation criteria. (83 FR 19464)

- 60 day public comment period ends on July 2, 2018 3

  • NRC will not be providing formal comment responses to any oral or written remarks made at this meeting

- Staff will consider, to the extent possible, feedback heard during todays meeting in developing the final evaluation criteria

- NRC staffs proposal for a review of administrative requirements to support the NRCs ongoing regulatory planning and retrospective analysis of existing regulations.

- Outlines NRC staffs strategy to identify those rules that are outdated or duplicative.

  • Enhance the management and administration of regulatory activities.
  • Ensure that the agencys regulations remain current and effective.
  • Identify regulatory changes that are administrative in nature that will make the information submittal, recordkeeping, and reporting processes more efficient for the staff, applicants, and licensees.

  • The RROAR will consider the agencys overall statutory responsibilities, including mandates to issue new regulations, the number of regulations, and available resources.
  • This effort will not impact the NRCs mission, as it will be limited to identifying outdated or duplicative, non-substantive administrative regulations.
