UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 June 20, 2018 Mr. Dean Curtland NextEra Energy Duane Arnold Energy Center 3277 DAEC Road Palo, IA 52324-9785
SUBJECT:
DUANE ARNOLD ENERGY CENTER-WITHDRAWAL OF AMENDMENT REQUEST FOR ADOPTION OF 10 CFR 50.69, "RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS, AND COMPONENTS (SSCS) FOR NUCLEAR POWER REACTORS" (EPID L-2017-LLA-0283)
Dear Mr. Curtland:
By letter dated August 31, 2017, you applied for an amendment to the Duane Arnold Energy Center (DAEC), Renewed Facility Operating License No. DPR-49. The proposed amendment would modify the licensing basis by the addition of a license condition to allow for the implementation of the provisions of Title 10 of the Code of Federal Regulations (10 CFR), Section 50.69, "Risk-Informed Categorization and Treatment of Structures, Systems, and Components (SSCs) for Nuclear Power Reactors."
The provisions of 10 CFR 50.69 allow adjustment of the scope of equipment subject to special treatment controls (e.g., quality assurance, testing, inspection, condition monitoring, assessment, and evaluation). For equipment determined to be of low safety significance, alternative treatment requirements can be implemented in accordance with this regulation. For equipment determined to be of high safety significance, requirements will not be changed or will be enhanced. This allows improved focus on equipment that has safety significance resulting in improved plant safety. Subsequently, by letter dated June 12, 2018, you withdrew the amendment request.
The U.S. Nuclear Regulatory Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
D. Curtland 2 If you have any questions, please contact me on 301-415-8371 or via e-mail at Mahesh.chawla@nrc.gov.
