PALISADES NUCLEAR PLANT - REVIEW OF SPRING 2017 STEAM GENERATOR TUBE INSPECTION REPORT FOR REFUELING OUTAGE 1R25 (EPID L-2017-LR0-0043)
Dear Sir or Madam:
By letter dated October 18, 2017 (Agencywide Documents Access and Management System Accession No. ML17291A006), Entergy Nuclear Operations, Inc. (ENO) submitted its steam generator tube inspection report for the Palisades Nuclear Plant (Palisades) in accordance with Palisades Technical Specification (TS) 5.6.8, "Steam Generator [SG] Tube Inspection Report."
The report summarizes the SG tube inspections that ENO performed in spring 2017, during refueling outage 1 R25.
The U.S. Nuclear Regulatory Commission (NRC) staff completed its review of the submittal and concluded that the licensee provided the information required by Palisades TS 5.6.8. No additional followup is required at this time. This completes the NRC staff efforts for EPID L-2017-LR0-0043. The enclosure documents the staffs review of the submittal.

REVIEW OF THE SPRING 2017 REFUELING OUTAGE 1R25 STEAM GENERATOR TUBE INSPECTION REPORT ENTERGY NUCLEAR OPERATIONS, INC.
PALISADES NUCLEAR PLANT DOCKET NO. 50-255 By letter dated October 18, 2017 (Agencywide Document Access and Management System (ADAMS) Accession No. ML17291A006), Entergy Nuclear Operations, Inc. (the licensee) submitted information summarizing the results of the spring 2017 steam generator (SG) tube inspections at Palisades Nuclear Plant (Palisades). The licensee performed these inspections during the 25th refueling outage, 1 R25. In addition to this report, the U.S. Nuclear Regulatory Commission (NRC) staff summarized a conference call regarding the spring 2017 SG tube inspections at Palisades, by letter dated June 14, 2017 (ADAMS Accession No. ML17160A181).
Palisades has two Combustion Engineering Model 2530 replacement SGs. Each SG has 8,219 mill-annealed, Alloy 600 tubes. The tubes have an outside diameter of 0. 75 inches, and a wall thickness of 0.042 inches. Stainless steel, eggcrate, lattice-type tube supports, diagonal straps, and vertical straps support the tubes at various locations. The tubes were explosively expanded through the full depth of the tubesheet.
The licensee provided the scope, extent, methods, and results of the SG tube inspections in the letters referenced above. In addition, the licensee described corrective actions (e.g., tube plugging) taken in response to the inspection findings.
After review of the information provided by the licensee, the NRC staff has the following comment/observation:
The licensee found an indication of outside diameter stress corrosion cracking in the free span region of the tube located in row 62, column 101 of SG B, between the 03 and 04 tube support plates on the hot-leg side. There was no indication of a tube ding at this location and the indication had a maximum depth of 71 percent. The licensee conducted in-situ pressure testing and observed no evidence of leakage. The licensee plugged the tube and removed it from service.
Based on a review of the information provided, the NRC staff concludes the licensee provided the information required by its technical specifications. In addition, the staff concludes there are no technical issues that warrant follow-up action at this time because the inspections appear to be consistent with the objective of detecting potential tube degradation, and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
