C. 20555 License No. NPF-103 NRA/DEA VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA UNIT 3 SUBMISSION OF PERIODIC REPORTS The purpose of this letter is to submit periodic reports for North Anna Unit 3 as required by NRC regulations and/or license conditions for a Part 52 combined license holder.

These reports address various annual or semi-annual reporting requirements. The following reports are addressed by this letter:

  • Semi-Annual Departures Report
  • Annual FSAR Update, including site-specific Tier 1 material
  • Semi-Annual Changes, Tests, and Experiments Report
  • Semi-Annual Schedule for Implementation of Operational Programs Semi-Annual Departures Report. The design certification rule for the GEH ESBWR (10 CFR 52, Appendix E) became effective on November 14, 2014. Paragraph X.B.3.b of the rule requires the COL holder who references the ESBWR DCD to submit semi-annual reports to the NRC that describe plant-specific departures from the DCD. The departures report for North Anna Unit 3 consists of the departures section from the North Anna Unit 3 Combined License Application (COLA), Part 7, Departures Report.

An updated departures report was submitted to the NRC most recently by letter NA3-16-050, dated December 16, 2016 (ML16355A182). No departures that were included in the December 16, 2016 letter have been revised or deleted, and no new departures have been identified. Therefore, the previous report continues to be current.

Annual FSAR Update, including site-specific Tier 1 material. 10 CFR 50. 71 (e)(3)(iii) requires that the FSAR filed as part of the COLA be updated annually until the Commission makes the finding under 10 CFR 52.103(g). The FSAR information was most recently submitted on June 22, 2016 (ML16208A322) as part of North Anna Unit 3 COLA submissions 18 and 19 which included Part 2, FSAR. No FSAR information has been revised, deleted, or added since that submittal. Therefore, the previously submitted FSAR continues to be current.

There have been no changes, tests, or experiments evaluated under 10 CFR 50.59 since issuance of the COL on June 2, 2017. Future 10 CFR 50.59 reports will be submitted on a semi-annual basis based on the COL issuance milestone.

Semi-Annual Schedule for Implementation of Operational Programs. The U.S.

Nuclear Regulatory Commission (NRG) issued Combined License (COL) NPF-103 to Virginia Electric and Power Company for North Anna Unit 3 (NA3) pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 52.97, "Issuance of combined licenses," on June 2, 2017. Virginia Electric and Power Company is required to submit, no later than 12 months after issuance of the COL and updated every 6 months until 12 months before scheduled fuel loading, the following in accordance with License Condition 2.D.(11):

  • A schedule for implementation of the operational programs listed in Final Safety Analysis Report Table 13.4-201, including:

o the associated estimated date for initial loading of fuel; o The implementation of site specific Severe Accident Mitigation Management Guidelines; and o The spent fuel rack coupon monitoring program implementation The NA3 implementation schedule is provided in Enclosure 1. Since a decision has not been made to construct the NA3 unit at this time, there are no scheduled dates for the various programs and other items listed, including the estimated date for initial loading of fuel. Therefore, the scheduled implementation dates for the operational programs and other items are designated as "To Be Determined" (TBD).
